Under the general direction of the Supervisor II, Section Chief of the Non-MAGI Section, within the Eligibility Policy I Branch (EPB), the Health Program Specialist I (HPS I) serves as the subject matter expert and specialist for development, implementation, and policy consultation regarding the federal Medicaid rules. The HPS I will lead in the development of All County Welfare Directors Letters (ACWDLs), State Plan Amendments (SPAs), and regulatory language, ensuring compliance with Non-MAGI Medi-Cal financial eligibility requirements in implementing Medi-Cal policy.
The HPS I will provide expert consultation to Unit, Section, Branch, and Division staff, executive management team members, and advocates on the complexities of eligibility policies as they relate to Medi-Cal eligibility rules and the policy implications for the Division and other divisions within the Department, county social services departments, and the public.
The HPS I will be essential in working with external stakeholders, the Centers for Medicare and Medicaid Services (CMS), and internal staff and executive management. The HPS I will also engage with Covered California, the California Healthcare, Eligibility, Enrollment, and Retention System (CalHEERS), the California Department of Social Services (CDSS), county human services departments, and the California Welfare Directors Association (CWDA) in the implementation and development of uniform eligibility and enrollment policies and procedures.
The HPS I in the Eligibility Policy I Branch must perform duties with minimal supervision, exercising significant independent judgment in providing policy and procedural recommendations with substantial impact on California's Medi-Cal program. Recommendations affect county government operations and finances, and the health and welfare of the Medi-Cal member population. The specialist must have thorough knowledge and understanding of state Medi-Cal eligibility laws and regulations, and stay up to date with frequent changes in the program.
