Senior Primary Care Specialist (Sacramento)

This role will be instrumental in OHCA’s work to reorient the California health care system toward primary care and other high-value care. Under the direction of the Health Care Delivery System Group manager, you will lead the development of the HCAI Health of Primary Care in California Snapshot. The Snapshot will compile data from HCAI and other sources to report publicly on key indicators of the strength of the primary care sector through annual reports and an interactive dashboard.

Your responsibilities will include policy and data analysis and leading public reporting across the Health Care Delivery System Group, including primary care and behavioral health investment and health care workforce stability work streams. You will research and analyze the performance of the primary care sector. You will monitor investments in primary care and behavioral health and assess the stability of the health care workforce.

You will create dashboards, data visualizations, and summaries of analyses for public reporting. Building positive relationships with external stakeholders and facilitating internal and external communications will also be integral aspects of this role. This position will further OHCA’s mission of promoting equitable, high-quality, and affordable health care in California.

Working Conditions

OHCA offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Health Program SpecialistII

  • Minimum of 4 years of progressively responsible experience in health program administration, with at least 2 years involving major responsibility for a significant program.
  • Experience engaging with both internal and external stakeholders.
  • Experience conducting data analysis and research.
  • Experience developing, implementing, or evaluating health-related policies or programs.
  • Experience in preparing clear and concise reports, memos, and presentations based on data analysis and policy research.
  • Experience with data visualization and/or creating public-facing dashboards.
  • Subject matter knowledge of primary care sector, health workforce, health care delivery system and state health policy.

Health Program Specialist I

  • Minimum of 3 years of progressively responsible experience in health program administration, with at least 1 year involving major responsibility for a significant program.
  • Experience engaging with both internal and external stakeholders.
  • Experience conducting data analysis and research.
  • Experience developing, implementing, or evaluating health-related policies or programs.
  • Experience in preparing clear and concise reports, memos, and presentations based on data analysis and policy research.
  • Experience with data visualization and/or creating public-facing dashboards.
  • Subject matter knowledge of primary care sector, health workforce, health care delivery system and state health policy.

Do you have the following education or experience?

Health Program Specialist II

Either I

One year of experience in the California state service performing duties equivalent to a Health Program Specialist I or Health Program Manager I.

Or II

Two years of experience in the California state service performing duties equivalent to an Associate Health Program Adviser.

Or III

Four years of progressively responsible experience in health program administration, at least two of which must have been with independent responsibility for a significant program such as is normally found in a complex or departmentalized medical care delivery setting or health…
