The Communications Division is responsible for administering public purpose programs, overseeing carrier compliance with rules and requirements established through licenses to operate and offer service in the state of California, deploying broadband under state and federal programs, and advising the California Public Utilities Commission on all communications industry matters. The policy advisor will report to the Deputy Executive Director for Broadband and Communications, work with Directors of the Communications Division, and will be engaged in all program and policy areas, consulting with the staff, Legal Division, the Office of Government Affairs and the Commissioner offices.

This PURA V serves as one of the Communications Division lead policy analyst on broadband and communications matters responsible for ensuring engagement and progress toward achieving state goals and initiatives related to broadband and communications industry matters. The work will require the most complex and sensitive analytical assignments regarding all facets of the state’s communications industry as well as the ability to package the information and communicate with executive level management, Division directors, Commissioners, Legislators and other policy makers.

The incumbent is expected to carry out data analysis, communications programs assessment and present findings and propose appropriate policy recommendations to Commission management and decision makers clearly and concisely both verbally and in writing. The incumbent will also hold lead coordinating roles in a variety of projects related to communications industry policies, public purpose programs, legislative bill analysis, and proceedings that advance broadband for all and reliable communications services in California.
