Under the direction of the Manager II, Program Administration and Services Branch (PASB) in the Medi-Cal Eligibility Division (MCED), the Analyst II serves as the Division lead in all matters pertaining to state legislation concerning Medi-Cal eligibility and the Public Records Act (PRA). The Analyst II performs a wide variety of administrative and analytical assignments, collaborating with staff within MCED, other divisions and offices within DHCS (e.g., Office of Legal Services and Legislative and Governmental Affairs) and external stakeholders.
Responsibilities- Serve as the MCED Legislative Coordinator. Track coordination and analysis of proposed and approved Medi-Cal eligibility legislation and regulations; provide regular status reports and other relevant information.
- Draft legislative bill analyses, develop implementation strategies and recommendations, and prepare responses to questions from Executive and legislative offices.
- Analyze eligibility policy and recommend policy solutions to discrepancies between State directives and county implementations, considering impact on county operations.
- Research and stay up to date on federal and state health care policy and program guidance and potential impacts to Medi-Cal members and program administration.
- Establish and maintain division processes and procedures related to the division's legislative functions.
- Participate in and/or lead trainings and meetings related to legislative functions.
- Serve as the MCED PRA Coordinator. Lead all division activities related to the PRA, track and coordinate PRA requests, respond timely and appropriately, create correspondence, redact and upload responsive documents, and maintain PRA processes.
