Position: Senior Parking Enforcement Officer (Eligible for up to $5,000 in bonuses)

Overview

New hires in the Senior Parking Enforcement Officer classification may be eligible for one-time recruitment and retention bonuses totaling up to $5,000 during the first year of employment. This position serves multiple roles that include, but are not limited to, parking citation adjudication, installation of vehicle immobilization (boot) devices, conduct investigations of disabled person placard abuse, support officer training, and issuing parking citations.

This position will require work shifts during weekends, holidays, nights, and in inclement weather.

Ideal Candidate

The ideal candidate will have relevant working knowledge and application of parking laws and ordinances; prior experience working as a parking or code enforcement officer; strong communication and interpersonal skills; perform investigations into parking violations; the ability to effectively train parking enforcement staff; de-escalate confrontational situations; and the ability to perform detailed administrative work.

Purpose

The purpose of this position is to perform independent, complex office, investigative, and field work involving the enforcement of appropriate codes, laws, regulations, and validation programs pertaining to on-street and off-street parking within the City of Sacramento and surrounding areas.

Distinguishing Characteristics

The Senior Parking Enforcement Officer is an advanced journey-level classification filled with multiple incumbents. Incumbents are responsible for enforcing and citing complex parking-related violations. The Senior Parking Enforcement Officer is a non-peace officer classification that does not carry a firearm or a non-certified weapon. This class is distinguished from the next lower-level classification of Parking Enforcement Officer in that the former has greater independence for completing regular and special assigned parking enforcement tasks and acts as a lead worker.

Incumbents may perform similar duties as the Parking Enforcement Officer, but also perform work of greater complexity and scope, including special assignments.

Supervision

Direct supervision is provided by a Parking Services Supervisor, or other higher-level personnel. Lead responsibilities include guidance and coordination of Parking Enforcement Officers.

Responsibilities
  • Assist with planning, scheduling, training, and assigning work to personnel. Provide input on Parking Enforcement Officer personnel performance.
  • Review, mediate, and respond to disputes, contested citations, parking complaints, malfunctioning parking equipment, and other inquiries.
  • Review photographic images and videos, or AI-generated events, and issue citations.
  • Patrol streets and parking facilities to identify and cite vehicles in violation of state, municipal and local parking and vehicle regulations and codes.
  • Immobilize vehicles when authorized and release vehicles.
  • Prepare and maintain required records and documentation, and produce computer-generated reports and other correspondence.
  • Respond and assist with traffic control activities. Report traffic accidents, abandoned vehicles, stolen vehicles, and traffic hazards.
  • May issue misdemeanor citations for disabled placard abuse. Appear for administrative hearings or court trials and give testimony as necessary.
  • Perform related work of a similar nature and level as assigned.
Knowledge
  • Principles, practices, and traffic laws and regulations applicable to safe operations of a motor vehicle.
  • Research and reporting methods, techniques, and procedures.
  • Applicable state, municipal and local parking and vehicle regulations and codes such as California Vehicle Codes, Sacramento City Codes, and Sacramento County Codes.
  • Sacramento City streets, landmarks and address system related to parking spaces.
  • Police Department radio codes.
Skill
  • Understand, interpret, and enforce appropriate codes, laws, and regulations.
  • Observe, record, recall, and report pertinent details.
  • Use of modern office equipment, including computers, computer applications, and computer software, to accomplish a variety of tasks.
