Are you interested in joining a team at the forefront of California’s efforts to reduce Greenhouse Gas (GHG) Emissions from the built environment? The California Air Resources Board (CARB) is seeking an enthusiastic and mission‑driven staff member to join the Building Embodied Carbon Policy team in the Sustainable Transportation and Communities Division (STCD). The team is leading the development of California’s regulatory framework to reduce embodied carbon emissions from buildings and building materials.
This includes implementing an embodied carbon reporting regulation, developing a tracking and reporting tool that regulated entities will use to report data, and evaluating policy options and strategies to reduce costs, support market demand, and address barriers to reduce GHG emissions in building materials and buildings.
The selected candidate will be responsible for the development of reports, presentations, speeches, and other technical and policy documents; forming and maintaining effective working relationships with stakeholders and public agencies; responding to public inquiries; reviewing and managing contracts and reports; and other duties as may be required to meet the needs of the section.

- Knowledge of and experience developing and implementing building decarbonization initiatives, regulatory development, and building codes.
- Experience with compliance‑based carbon reduction strategies.
- Knowledge of manufacturing, architecture, building, development, and low‑carbon materials.
- Understanding of the roles that policy, technology, infrastructure, and human behavior play in decarbonizing buildings.
- Experience with specific building decarbonization efforts at federal, state, regional, and local levels.
- Strong quantitative skills related to embodied carbon and greenhouse gas lifecycle analysis.
- Knowledge of social justice implications of building decarbonization.
- Excellent communication skills and ability to present in public settings.
- Experience working collaboratively across state agencies, local governments, academia, equity advocates, community leaders, and other stakeholders.
Position may be eligible for hybrid in‑office work and in‑state telework. Telework is at agency discretion based on telework policy. Employees not residing in California are not eligible. All employees may be required to report to the position’s designated headquarters location.
