Public Advocates Office/ Electricity Planning & Policy/ Resource Planning Section
The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). Its mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals. The Office represents residential and small business ratepayer interests in Commission policy-making proceedings and processes (e.g. workshops, rule makings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings).

Job Description and Duties

The Electricity Planning and Policy (EPP) Branch within the Public Advocates Office seeks a Public Utilities Regulatory Analyst V for its Resource Planning team. Under general direction of the Program and Project Supervisor of the Resource Planning Section, the incumbent will conduct complex technical, economic, quantitative, and policy research and analysis in public utility regulation, recommend alternative solutions, evaluate program aspects, and independently develop written reports, memoranda, sworn testimony, and comments in CPUC proceedings.

The role includes serving as an expert witness, making formal presentations, and advising CPUC management and staff. The incumbent will lead projects with multidisciplinary teams and work on regulatory issues related to advocacy, resource adequacy, regionalization, integrated resource planning, power charge indifference adjustment, direct access, conventional and renewable energy, energy markets, and research.

Special Requirements

Applicants must submit a written Statement of Qualifications (SOQ) addressing the following questions:
1) Describe your experience in conducting the most complex technical, economic, financial, and/or policy analysis.
2) Describe your experience in leading, planning, organizing, and coordinating projects and project teams.
3) Describe your experience in testifying as an expert witness in formal CPUC proceedings or comparable experience. The SOQ must be no smaller than 11-point Arial font, single‑spaced, no more than two pages, and not exceed the page limit. All information in the SOQ is subject to verification.
