As part of Cal OES’ Recovery Operations Section, the Debris Operations Unit supports local government’s management of disaster debris and hazard tree operations. This includes supporting jurisdictions, before and after disasters, in the planning and management of disaster debris and hazardous tree removal operations that may be necessary to eliminate immediate threats to the public, the environment, and property. The team may provide debris training to local jurisdictions, technical assistance to jurisdictions who are running their own debris removal programs or, as part of an Incident Management Team (IMT), direct oversight debris removal operations.

The team also supports several administrative functions related to debris removal operations.

Emergency Services Coordinators (ESCs) in Cal OES’ Debris Operations Unit provide a variety consultative services to counties related to disaster debris removal. This entails providing technical assistance related to or oversight of disaster debris removal. The incumbent will utilize a variety of skills to help counties plan for or recovery from disasters. During debris removal operations and if activated to an IMT, staff may be in field centric roles, overseeing debris removal crews, monitoring progress, conducting reconnaissance, etc.

Under direction of the Program Manager I, the ESC is responsible for performing a broad range of technical, analytical, and administrative tasks related to the provision of federal and state disaster assistance grant programs, including but not limited to:
Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Individual Assistance (IA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Hazardous Materials Emergency Preparedness grant (HMEP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), Interagency Recovery Coordination (IRC), and others.

This position is located in the Debris Operations Unit in Mather, CA.
