CFO, Financial Manager
The Controller oversees the financial management, accounting operations, and reporting activities of One Community Health, a mid‑sized Federally Qualified Health Center (FQHC). This position ensures the accuracy and integrity of financial information, compliance with federal and state regulations, and adherence to nonprofit and FQHC-specific reporting requirements. The Controller plays a key role in developing and implementing financial policies, improving systems and processes, and supporting the organization's mission of providing high‑quality, affordable health care to underserved communities.
Location:This role is located in Midtown - Sacramento, CA (95811).
This role allows a hybrid schedule requiring 2‑3 days per week on site.
ESSENTIAL FUNCTIONS- Oversee day‑to‑day accounting operations including general ledger, accounts payable, accounts receivable, payroll, and grants accounting.
- Prepare timely and accurate monthly, quarterly, and annual financial statements in accordance with GAAP and Uniform Guidance (2 CFR 200).
- Maintain and reconcile balance sheet accounts, ensuring integrity of financial data and compliance with FQHC and HRSA requirements.
- Support VP of Finance and CFO in preparation of board reports, budgets, forecasts, and financial analyses for strategic planning and decision‑making.
- Ensure compliance with federal, state, and local financial regulations, including HRSA, Medicaid/Medicare, and other grantor requirements.
- Coordinate and manage annual independent audits, A‑133 (Single Audit), and tax filings (Form 990).
- Monitor internal controls and develop policies and procedures to safeguard assets and ensure accurate financial reporting.
- Collaborate with VP of Finance and CFO to prepare annual budgets and track performance against budget throughout the year.
- Collaborate with VP of Finance on oversight of grant and contract accounting, including proper allocation of expenses, revenue recognition, and reporting to funding agencies.
- Maintain grant tracking systems to ensure expenditure aligns with restricted and unrestricted funding requirements.
- Manage the organization’s financial systems and recommend improvements to increase efficiency, accuracy, and scalability.
- Lead implementation and optimization of accounting software and financial reporting tools.
- Develop and train finance staff on accounting processes, compliance requirements, and reporting standards.
- Supervise finance and accounting staff, fostering a culture of collaboration, accountability, and professional growth.
- Support VP of Finance and CFO in special projects, strategic initiatives, and financial modeling as needed.
- Bachelor’s degree in Accounting, Finance, or related field required; CPA or Master’s degree strongly preferred.
- Minimum 7–10 years of progressive accounting or financial management experience, including 3+ years in a supervisory role.
- Experience in nonprofit and/or healthcare organizations required; FQHC or community health center experience strongly preferred.
- Solid knowledge of GAAP, Uniform Guidance, and nonprofit accounting standards.
- Strong analytical, organizational, and problem‑solving skills with a high level of attention to detail.
- Proficiency in accounting and ERP systems (e.g., Sage Intacct, MIP Fund Accounting, or similar).
- Excellent communication and interpersonal skills; ability to translate financial concepts for non‑financial staff.
