OverviewThe Judicial Council of California is accepting applications for the position of Fiscal Supervisor in the Facilities Services office. The Fiscal Supervisor leads the fiscal and budget monitoring functions for the Program Accountability unit, provides day‑to‑day supervision of fiscal staff, and ensures accurate and consistent financial forecasting. The incumbent identifies and resolves complex fiscal, budgetary, and contract compliance issues, manages invoice processing, payment reconciliations, and county reimbursements, and enforces internal controls and policies.
Responsibilities- Lead Budget Development and Management: oversee and coordinate annual budget preparation with the Senior Analyst, review financial impacts of proposed legislation, and collaborate with department heads to collect relevant data.
- Review legislative proposals affecting Facilities funding; verify and reconcile budget allocations with state budget adjustments.
- Supervise the BCC and BCP processes, ensuring deadlines and milestones are met and maintaining compliance with DOF Budget Letters and regulations.
- Approve monthly budget reports prepared by Analysts and guide updates to forecasts based on performance and changing conditions.
- Supervise Fiscal Compliance and Contract Oversight: facilitate meetings with Contracts and Procurement leadership, manage the high volume of contract requests from Facilities Services, communicate workload, address concerns, identify efficiencies, and propose process adjustments.
- Act as representative for the office in responding to contracting, budgetary, and fiscal concerns; provide guidance to staff on resolving encumbrance delays that impact contractual financial obligations.
- Oversee development and implementation of standardized vendor cost auditing and contract compliance tools.
- Guide analyst in reviewing monthly contract expenditures, encumbrances, forecasts, and analysis; advise management on open liability of agreements.
- Ensure invoice processing and payment compliance: oversee timely and accurate processing, funding, and payment of invoices for capital outlay, facility modifications, operations, leases, utilities, and all program expenditures.
- Manage invoice aging and resolution of payment issues, negotiate with vendors, and coordinate with project stakeholders to ensure compliance with the Prompt Payment Act.
- Ensure payments align with contract terms, approved budget, and shared cost agreements such as Joint Occupancy Agreement (JOA) and Memorandum of Understanding (MOU).
- Develop and maintain dashboard tools for tracking invoice processing timelines, payment metrics, and outstanding obligations.
- Manage County Payments and Reimbursements: oversee invoicing of county shared space cost per JOA terms, manage accounts receivable and reimbursement analysis, standardize reporting processes, and develop reporting tools to track collections, aging balances, and variances from forecasted reimbursements.
- Bachelor’s degree in business, finance, accounting, or a directly related field and five (5) years of professional experience in accounting, finance, budgetary analysis, or contract administration, including at least one (1) year of supervisory experience; or
- Juris Doctor, Master of Business Administration, or a master’s degree in a related field and two (2) years of experience in the above areas, including one (1) year of supervisory experience; or
- One (1) year as a Senior Fiscal Analyst or equivalent (C43) class, or three (3) years as a Fiscal Analyst or equivalent (C42) class with the Judicial Council of California, or similar experience in a California superior court or state‑level government entity, plus required training or supervisory experience as specified.
