About the Office

The Office of the State Controller (SCO) is the destination employer within the State of California. As California’s chief fiscal officer, the Controller’s Office ensures accountability and transparency of California’s financial practices while promoting fairness and opportunity for all. The Division of Audits (AUD) conducts financial and compliance audits of state and local government agencies, ensuring taxpayer dollars are spent appropriately and effectively.

Job Description & Duties

The Financial Audits Bureau performs different financial and compliance audits and has oversight responsibilities for programs such as K‑12 Education, First 5, Women Infant and Children (WIC), Single Audits of Local Governments, and the Transportation Development Act. Under general direction provided by the Audit Manager, the Staff Management Auditor (Specialist) will perform advanced level audits, lead audit teams, and undertake complex engagements.

  • Conduct audits independently and proficiently, using Microsoft Office and Team Mate, ensuring compliance with SCO’s Engagement Manual and professional auditing standards.
  • Plan audits to meet objectives, evaluate internal controls, estimate hours, and complete assignments within budgeted hours.
  • Evaluate auditee’s system of internal control and make recommendations; perform expanded testing as needed.
  • Recommend changes to audit programs and procedures; provide technical advice on audit reporting and finding presentation.
  • Coordinate and assign audit tasks; train auditors; conduct meetings; review audit working papers for clarity and accuracy.
  • Conduct research on complex audit issues, coordinate with senior auditors on program changes, and assist with special projects such as legal opinions, budget proposals, and legislative analyses.
