The Oil and Gas Section has an opening for an enthusiastic, intellectually curious, self-directed individual to work with a team tasked with implementation of the "Oil and Gas Methane" regulation. The duties include supporting ongoing and future amendments to the regulation; conducting investigations of emission control technologies and process modifications to reduce emissions; developing guidance documents and equipment reporting programs; and working with local air districts and CARB s Enforcement Division to help enforce the regulation.
Duties may include providing input to the AB 32 Climate Change Scoping Plan process and CARB s efforts to meet carbon neutrality by 2045 or earlier. Additional duties include planning and organizing technical research studies, developing databases, conducting data collection surveys, developing emission inventories, and comparing inventory methodologies. The role may involve evaluating the technical feasibility, cost-effectiveness, environmental and socio-economic impacts of control strategies for the oil and gas sector.
Close interaction with internal and external scientists, engineers, economists, policymakers, industry, environmental organizations, and community groups is expected. The successful candidate may act in a lead capacity or as part of a team. Some travel is required.

Working ConditionsHybrid in-office work and in-state telework may be available. Telework eligibility is at the agency s discretion and based on CARB s current policy. Some in-person attendance may be required. Telework eligibility is subject to program needs and applicable policies. Employees may be required to report to the designated headquarters location at their own expense, as indicated in the duty statement.
Effective July 1, 2025, CalHR PLP 2025 provides a 3% pay reduction in exchange for 5 hours of PLP 2025 leave credits monthly. Salary ranges in the advertisement do not reflect this reduction.
