Senior Regulatory Waters Permitting Specialist

We are seeking a Senior Regulatory Waters Permitting Specialist with at least 10 years of experience leading and preparing environmental permits for state and federal agencies in California. The position is based out of our San Francisco, Walnut Creek, Petaluma, or San Jose office with flexible hybrid working arrangements and a robust benefits package.
YourKey Responsibilities
- Conduct completeness reviews of technical documentation and prepare impact analyses across a variety of natural resources.
- Lead, author, and assemble technical reports including narratives, code/policy analysis, findings, exhibits, and recommendations.
- Interact and interface with environmental regulators and clients, proactively assessing and resolving concerns.
- Plan, strategize, implement, and coordinate complex projects related to natural resources, wetlands, biophysical impact assessments, environmental assessments, and regulatory approvals.
- Manage tasks and projects according to scopes of work, delivering quality reports on schedule and within budget.
- Provide senior technical reviews on natural resource science and biology for multidisciplinary projects.
- Apply technical and business knowledge to develop creative, effective, and economical solutions to project issues.
- Analyze current and emerging technical issues, implementing actions to address market, business, regulatory, and economic challenges.
- Champion Health, Safety and Environment (HSE) policies and procedures in all work.
- Supervise, train, and mentor junior staff.
- Lead business development activities, including proposals and pre‑qualifications, and build relationships with clients and industry colleagues.
- At least 10 years of experience executing technical aspects of complex federal and state permitting projects in California.
- Proficiency in communicating technical information to clients, engineers, scientists, regulators, academia, and the public.
- Demonstrated preparation, oversight, and negotiation of high‑level permit applications with agencies such as USACE, EPA, CDFW, Regional Water Quality Control Boards, State Water Board, and California Coastal Commission.
- Knowledge of CEQA and NEPA analyses.
- Experience with development and implementation of water quality studies.
- Team oriented with strong motivation skills.
- Excellent verbal, written, and interpersonal communication skills.
- Experience leading planning projects and driving self‑ and team‑goal achievement.
- Ability to work under pressure and prioritize heavy workloads in a mobile and changing environment.
- Collaborative problem‑solving with stakeholders and clients.
- Proficient in Microsoft Excel, Word, and PowerPoint.
- Experience with California state and federal water permitting.
- Preferred experience with California Coastal Commission.
- Strong facilitation of decision‑making and issue resolution.
- Bachelor’s degree in environmental science, environmental policy, environmental planning, or related field, plus at least 10 years of related experience.
- Preferably experience in environmental consulting or working for a federal/state environmental agency.
- Experience with additional regulatory requirements and state resource permit processes.
- Experience with project leadership and technical report writing.
- Understanding of state and federal environmental laws, rules, and review procedures.
Indoor office setting. Majority of time spent computer work. Occasional lifting up to 20 pounds, occasional 20% travel, ability to stand and walk short to moderate distances. Any additional duties may be assigned and can change without notice.
