AboutThe Role s
Under the overall guidance of the Program Controls Deputy Director, the Program Estimating Manager oversees the Program Estimating Unit as a key team member. Situated within the Project Controls Office, Program Planning and Control Branch, this role is highly interactive and requires the estimating manager to lead and actively engage in all estimating activities. Under the general direction of the Estimating Manager, the Senior Estimator role performs as a team member responsible for developing cost estimates.
The employee works in the Program Management & Oversight Branch under the California High‑Speed Rail Authority’s Office of the Program Delivery.
- Technical Responsibilities:
Develop all capital cost estimates for CAHSR from planning conceptual level to final design and construction. Develop policies and procedures for programmatic cost estimating. Manage the cost estimating group in the development of all capital cost estimates for CAHSRA. Develop Estimate Development Plans and Basis of Estimate reports as required. - Coordinate and Support:
Facilitate the development of information used to develop cost estimates with all internal and external stakeholders. Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines and Project Update Reports. - Stakeholder Coordination:
Facilitate the development of information used to develop cost estimates with all internal and external stakeholders.
- Experience:
Knowledge of design and construction disciplines, including means and methods used on the CAHSR Program and transit infrastructure projects; extensive knowledge of estimating principles and practices; significant demonstrable experience in report writing, including Estimate Development Plans and Basis of Estimate reports; ability to develop and manage internal and external resources to facilitate accurate cost estimates in a schedule‑driven program. - Qualifications:
For the manager level;
Bachelor of Science in Civil Engineering, Construction Science/Management or Quantity Surveying and at least 20+ years of estimating experience with minimum 10 years in transit work with typical project size over $10 billion. - Leadership and Coordination:
Ability to work collaboratively with cross‑functional teams and follow established procedures. - Communication
Skills:
Demonstrates the ability to coordinate and utilize internal and external resources to develop accurate cost estimates within a schedule‑driven program environment; can communicate effectively with different disciplines to obtain scope of work and other information and manage the development of estimates. - Problem Solving: A solution‑oriented mindset with the ability to address compliance challenges and resolve issues promptly.
- Professional certification as cost estimator and/or engineer.
- Manager: 15+ years of estimating experience with minimum 10 years in transit work with typical project size over $1 billion. Management experience on large programs with a proven track record.
- Sr. Estimator:
Bachelor of Science in Civil Engineering or Construction Science/Management; ability to read blueprints and generate quantities, work breakdown structure and scope of work; create an estimate plan leading to a complete estimate complying with program requirements; supervise junior and mid‑level estimators and cost analysts. - Experience with analyzing, reviewing, and estimating change orders and good negotiating skills.
- Experience in database‑driven estimating software (Timberline, Heavy Bid, H CSS, Onscreen Takeoff, etc.).
