Are you an expert in capital cost estimating for massive transit programs? We are currently seeking a highly experienced and results-driven Program Estimating Manager to join our team in the Project Controls Office
. This is a key leadership role where you will manage the Program Estimating Unit and actively engage in all estimating activities. The successful candidate will oversee the development of all capital cost estimates for the High‑Speed Rail program from conceptual planning through final design and construction.
- Lead and Manage:
Oversee and manage the cost estimating group in building all capital cost estimates for CAHSRA across all project phases. - Strategy and Policy:
Develop and implement policies and procedures for programmatic cost estimating. - Documentation:
Create essential documents such as Estimate Development Plans and Basis of Estimate reports. - Program Support:
Assist in producing the bi‑annual Programmatic Business Plan capital cost estimates, Program Baselines, and Project Update Reports. - Collaboration:
Facilitate estimating information exchange with internal and external stakeholders. - Oversight:
Assist in reviewing contractor estimates and claims.
- Education: A Bachelor of Science in Civil Engineering, Construction Science/Management, or Quantity Surveying.
- Experience: Minimum of 20+ years of estimating experience.
- Transit Focus: At least 10 years of experience in transit work with typical project sizes exceeding $10 billion.
- Technical Knowledge: Extensive knowledge of estimating principles and practices.
- Report Writing: Demonstrable experience with Estimate Development Plans and Basis of Estimate reports.
- Management
Skills:
Proven ability to manage internal and external resources to deliver accurate cost estimates within a schedule‑driven program environment.
- Certifications: Professional certification as a cost estimator and/or engineer.
- Program Leadership: Management experience on large programs with a proven track record.
- Software Proficiency: Experience with database‑driven estimating software (e.g., Timberline, Heavy Bid) and electronic quantity surveying systems.
