LocationThis position requires onsite presence at project sites near Sacramento, CA as well as some travel throughout our Pacific Construction region.
About The JobThe Tepa Companies are seeking a Civil/Utilities Manager to be responsible for day‑to‑day management of civil and utilities work within the Pacific region of Construction Services, including estimating, project financials, scheduling, client and subcontractor coordination, quality, and safety. This role is responsible for all staffing within Construction’s civil and utilities groups.
Job Functions- Plans, coordinates, integrates, monitors, and appraises to support the preparation of project and contract proposals.
- Develops project scopes, schedules, and budgets.
- Identifies, evaluates, and selects subcontractors and vendors.
- Develops business by identifying civil projects for pursuit and works with EVP to Go/No Go projects for pursuit.
- Responsible for cost analysis and estimate coordination, as well as development and review of trade takeoffs and internal pricing. Manages estimates on bid day.
- Ensures compliance with contractual terms.
- Maintains active communication with staff and clients regarding technical progress and the status of the schedule and budget.
- Manages scope changes.
- Sets staffing levels for Laborers, Operators, Pipelayers, Concrete Finishers, Foremen, and Civil Superintendents on Construction projects. Decides where company assets and staffing resources are allocated. Works with HR and Talent Management to hire, discipline, retain, and terminate employment as necessary.
- Identifies development opportunities for staff.
- Communicates with EVP and Project Managers about project progress, budgets, scheduling. Develops, tracks, and manages civil/utility scope schedule in coordination with Project Managers.
- Monitors and evaluates, in conjunction with the EVP, project financial performance.
- Is responsible for the overall success, quality, and safety of civil and utility project execution.
- Develops project proposal costing and pricing for Civil scopes of work. Develops and implements budgets for assigned projects. Responsible for the financial success of assigned projects.
- Assists with review, editing, and finalizing of proposal material to ensure the submittal is consistent with company strategy, themes, and government RFP’s, RFQ’s and proposal requirements.
- Manages, in coordination with the EVP, company owned and leased equipment. Works on major equipment purchase strategies. Ensures maintenance is completed to protect company assets.
- 15+ years’ experience in field as a Superintendent and/or Project Manager.
- Experience managing self‑perform staff and equipment.
- Experience with government and commercial proposals.
- Experience estimating and managing civil and utility projects.
- Knowledge of construction principles and practices.
- Demonstrated success in establishing long‑term customer relationships and growing account base.
- In depth understanding of and ability to work with various government contract types, including Cost Plus Fixed Fee, Firm Fixed Price, and Time & Materials.
- Knowledge of federal construction arena.
- Ability to meet proposal deadline(s) by establishing and enforcing pricing proposal schedule.
- Ability to obtain a badge on all local military installations.
- In depth knowledge of multiple estimating, management, and scheduling software systems.
