Reporting to the Neighborhood Services Manager, the Senior Neighborhood Services Specialist delivers courteous and professional customer service to residents, business owners, and property owners while enforcing City ordinances and regulations. This position is responsible for residential and commercial code enforcement, property maintenance, health, construction, and rental inspections, as well as mosquito response and development-related tasks. The role involves responding to complaints, conducting investigations, preparing reports, providing public education, maintaining records, supporting substandard structure cases, and performing various administrative duties.
Cross-training with other field divisions and ensuring compliance with State and City laws are also key components of this position.

ESSENTIAL DUTIES & RESPONSIBILITIESInspection and Enforcement Management: Patrols the City to investigate and enforce code and ordinance violations with impartiality and efficiency.
Program Oversight: Maintains detailed records of rental inspections, investigations, and actions taken. Inspects rental properties in accordance with the rental registration program and enforces applicable ordinances, including zoning, sign, building, and property maintenance codes.
Case and Permit Administration: Oversees all code enforcement cases and enforces annual registration programs related to commercial sites, health permits, and rental dwellings.
Customer and Public Interaction: Responds orally and in writing to requests for code interpretation and application from contractors, property owners, and the general public.
Documentation and Legal Support: Prepares and maintains accurate records, compiles data and reports, and utilizes information as a witness for prosecution in court cases. Prepares, processes, and issues notices or citations for violations of applicable codes, regulations, or laws, and follows through with appropriate actions.
Interdepartmental Coordination: Coordinates projects and enforcement efforts with other City departments and outside agencies. Identifies faulty or hazardous conditions resulting from deterioration or misapplication of regulations.
Team and Operational Support: Adheres to personnel, safety, and departmental rules and regulations. Informs supervisor of all work-related activities and assists co-workers as needed. Performs other duties as assigned, including cross-training and support for other field divisions within the City.
REQUIRED KNOWLEDGE,SKILLS AND ABILITIES
Professionalism and Customer Service: Ability to provide and manage enforcement-related services with professionalism, a positive attitude, and a customer service mindset. Demonstrates willingness to perform duties in a team environment and to build strong working relationships with supervisors, colleagues, and the public.
Communication: Ability to read, write, and speak English fluently. Must possess excellent oral and written communication skills, including spelling, grammar, punctuation, and sentence structure. Ability to respond to common inquiries or complaints from customers, regulatory agencies, and the business community. Bilingual skills are preferred.
Organization and Time Management: Ability to establish priorities, manage multiple projects, and meet deadlines efficiently. Self-motivated and capable of working independently while maintaining accountability.
Technical and Administrative
Skills:
Proficiency in personal computer operations, including Microsoft Office applications. Ability to learn and interpret related ordinances, codes, and procedures for handling code and ordinance violations.
- High school diploma or GED, and three (3) years related experience; or equivalent combination of education and experience.
- Must pass a post-offer pre-employment drug screening and/or physical exam.
- Must possess State of Texas Drivers License.
- Basic Code Enforcement Officer Certification issued by the Texas Department of License and Regulation.
PHYSICAL REQUIREMENTS
- Work is performed in internal and external environments.
- May be subject to repetitive motion such as typing and vision to monitor.
- May be subject to occasional bending, reaching, kneeling and lifting such as retrieving or replacing files, construction plans, documents and records.
- May be subject to climbing ladders, walking on uneven surfaces and over open ditches, and occasional bending, reaching, crawling, kneeling and lifting to conduct inspections.
- Equipment utilized includes personal computer, copier, calculator, fax machine, cellular telephone, standard office equipment, and city vehicle.
