The Water/Waste Water Maintenance Worker I is responsible for assisting in the installation, repair, and servicing of water mains, service lines, water wells, booster stations, water meters, and sewer lines. This position is under the general supervision of the Water/Waste Water Foreman. It is a full‑time, non‑exempt role with a regular schedule of 40 hours per week, although the schedule may be adjusted based on departmental needs.

Extended hours may be required for emergency situations, and the employee must be able to adapt to flexible work schedules and respond to call‑outs.

Essential Functions
  • Installs, services, replaces, cleans and repairs main water lines, sewer collection lines, manholes, meters, and meter cans; completes and turns in work orders.
  • Repares water line leaks, sets water taps, and places valves.
  • Operates a pipe locator to locate meters, valve boxes, and manholes; completes a report on work requests and raises water valves and meter boxes.
  • Maintains and installs fire hydrants; installs new service lines and fire protection lines.
  • Operates tampers and jackhammers.
  • Inspects new water and sewer taps and sewers by stringing lines for specialized camera.
  • Responds to emergencies and is willing to work on a call rotation schedule and take responsibilities for after‑hour problems.
Other Responsibilities or

Job Requirements
  • Shoveling dirt, loading, hauling grit and construction materials, lifting and carrying tools and supplies.
  • Assisting backhoe operators by watching for hazards.
  • Performing equipment and grounds maintenance repairs, assisting with pump repairs, and completing work orders.
  • Completing personal timesheet accurately and timely; ensuring time is reported based on actual time worked and through the employee self‑service computer system.
  • Responding to questions from the public regarding water shut‑offs, water outages, and meter changes.
  • Maintaining assigned vehicle.
  • Attending meetings, trainings, and workshops as needed.
  • Reporting any onsite injury immediately and following up with appropriate forms and actions.
  • Adhering to all Village of Ruidoso Policies and Personnel Policies.
  • Reporting any incidents of harassment immediately.
  • Other responsibilities and duties may be assigned.
Physical Demands
  • Maintaining physical condition and stamina appropriate to the performance of assigned duties, including sitting, standing, or walking for extended periods, driving or riding in vehicles.
  • Performing medium to heavy physical work that may require lifting items up to 50+ pounds; balancing, bending, stooping, climbing, crouching, kneeling, squatting, pushing, pulling, and reaching above shoulder height.
Work Environment
  • Worked outside in adverse weather conditions.
  • Driving occasionally long distances.
  • Fairly irregular schedule including long hours, weekends, holidays, and flexibility for on‑call duty.
  • Work around heavy equipment and in confined spaces.
  • Noise level moderate to loud.
  • Work in stressful environment and manage stress effectively.
  • Safety equipment required: safety shoes, vest, ear plugs, sound attenuator, safety glasses, hard hat, gloves.
Travel Requirements

Limited travel – ability to travel for activities such as classes and workshops in and out of the service area; occasional overnight travel as required.

Education and Experience
  • High School Diploma or Equivalent.
  • Resident of the Village of Ruidoso limits or within 20 miles.
  • Preferred experience with water line installation and repair.
  • Preferred experience with shovels, tampers, jackhammers, wenches, and pipe threaders.
  • Ability to pass criminal history checks, drug/alcohol test, and comply with the Village "Drug Free" Policy.
  • Maintain satisfactory MVR and meet minimum insurability requirements; MVD background checks conducted on an ongoing basis.
Licenses and Certifications

Must possess and maintain a valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement.

Knowledge of

OSHA and safety regulations; techniques of general construction, maintenance, and repair of water and sewer lines.

Abilities
  • Understanding and following regulations, guidelines, and procedures.
  • Communicating in person and in writing; establishing and maintaining routine working relationships with citizens, contractors, department staff, and employees in other departments.
  • Using power and hand tools; maintaining concentration.
  • Performing technical reading and writing; working in confined spaces.
  • Responding effectively to emergency situations; operating a motor vehicle and navigating either even or uneven surfaces.
Skills

Establishing and maintaining routine working relationships with citizens, employees, supervisors, and management; operating hand tools, including power tools like jackhammers and tampers.
