Responsibilities- Under general direction of the Director of Public Works, serve as the City Engineer and provide effective direction, control, and management over key engineering functions, including Capital Improvement Projects (CIP), infrastructure and utilities engineering, transportation engineering, construction management, and development review.
- Oversee a team of Engineers, Engineering Assistants, Project Managers, and inspectors, and serve as the portal for the City’s Capital Improvement Projects, infrastructure planning, land development, and future land use programming.
- Manage, supervise, and assist staff in the planning, design, and construction of streets, sidewalks, water and wastewater systems, drainage structures, and transportation facilities; prepare engineering designs, specifications, and cost estimates for a wide variety of capital improvement projects.
- Sign plans for public works improvements and seal plans designed in-house; meet and confer with developers, contractors, engineers, and the public regarding City policies, regulations, and procedures.
- Coordinate discrepancies and problem‑solve with outside parties, ensuring effective collaboration between engineering/design components and operations/maintenance components, as well as with other departments.
- Determine priorities and work sequences necessary to achieve objectives; assign personnel in accordance with priority and need for development, public works, and public facilities projects that are part of the City’s capital improvement program.
- Develop and review infrastructure master plans, prioritize their implementation, and develop funding strategies using a variety of sources to leverage City funding; work with the Engineering team to develop project budgets, schedules, and timetables.
- Prepare and compile the City’s master plans, major projects financing plan, and capital improvement program; develop and maintain the City’s standard design specifications; interpret and implement applicable codes and ordinances.
- Oversee the review of all private development proposals and provide frequent updates to citizens and stakeholders regarding capital projects; maintain regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups, and the public.
- Supervise and assign work activities, projects, and programs; monitor overflow; review and evaluate work products, methods, and procedures; develop and administer budget implementation.
- Participate in Planning and Zoning Commission, City Council, Capital Investment Program Task Force, stakeholder groups, and other meetings, representing the division digitally and in person as needed.
- Lead, build, and develop a high‑performing team while managing multiple projects simultaneously; make timely decisions in a fast‑paced environment and prioritize tasks to ensure successful project delivery within established timelines and standards.
- Attend various meetings in the evening (e.g., City Council, Planning and Zoning Commission, Capital Investment Program Task Force, Neighborhood Meetings).
- Perform other duties as assigned.
- Graduation from an accredited college or university with a degree in Civil Engineering and eight (8) years of professional engineering experience, including three (3) years in a supervisory role.
- Professional Engineer (PE) certification in the State of Texas required or the ability to obtain it through reciprocity from another state within six months of hiring.
