Overview

Under general direction of the Chief Administrative Officer, this management-level position plans, directs and coordinates the fiscal operations of the Placer County Superior Court and performs a full range of fiscal responsibilities, including analysis, oversight and reporting for the accounting, treasury, budget, payroll and procurement functions of the Fiscal Services Division. The Fiscal Services Manager is also responsible for establishing and implementing fiscal policies and procedures, maintaining the courts financial records and reports, performing first-level supervisory duties and supporting the court in achieving its fiscal goals and objectives.

This classification is established as an "at will" position. As such, the incumbent serves at the pleasure of the Court Executive Officer, who has the right to terminate the employment of anyone in this classification at any time, with or without advance notice, and with or without cause.

Judgment and Responsibility

Incumbent has full supervisory authority and responsibility for other employees. Incumbent works under limited supervision where clear policies, procedures and standards may not always be available or may be very general in nature. Incumbent must therefore exercise considerable discretion with respect to assignments and duties. Errors in work or judgment could result in inefficient operations of court division and possible litigation against the court.

The Court reserves the right to assign or reassign duties as required to achieve business and operational objectives. Essential functions and tasks must be accomplished effectively, if assigned, and may include, but are not limited to, those listed below.

  • Assumes management responsibility for services and activities of general accounting, financial reporting, fine and fee distributions, trust and grant accounting, procurement, and fiscal services, including policy administration, personnel management, program management, cash control, grant management, procurement, budget and administration, as needed.
  • Selects, trains, motivates and evaluates employees; communicates expectations, monitors performance and completes and conducts performance appraisals; provides coaching for performance improvement and development when necessary, recommends and issues corrective and/or disciplinary action to address performance or conduct issues, in accordance with Court personnel practices, policies and labor contract provisions; and recommends merit increases for fiscal services staff.
  • Prepares, monitors and analyzes budgets, cash flow and financial reports; including preparation of or oversight of preparation of sensitive information that may be used in employee relations and labor negotiations. Ensures financial reports are generated in conformance with Court, Judicial Council, State, Federal, or other reporting requirements.
  • Reviews accounting systems and procedures for internal control and compliance with the Financial Policies and Procedures Manual and Judicial Branch Contracting Manual.
  • Coordinates audits and requests from outside agencies and internal auditors.
  • Monitors State and local legislation to assess the impact on court and fiscal operations.
  • Serves as the expert on financial program resources; provides training and technical assistance to court staff.
  • Serves as or oversees the Courts procurement activities, including coordination and preparation of contracts for the purchasing and procurement of materials, supplies and services
  • Serves as a liaison to County Departments and the Judicial Council on matters relating to the Courts fiscal program.
  • Serves as a representative of the Court, displaying courtesy, tact, consideration and discretion in all interactions with members of the Court community, governmental agencies, service providers, and the public.
  • Maintains continuous positive relationships with Court management, judges and employees.
