The Engineering Technician/Senior Engineering Technician will support the planning, delivery, and oversight of infrastructure projects, with a primary focus on street and right-of-way improvements. This role assists the City Engineer with engineering design, inspections, asset management, and data analysis to guide maintenance strategies, capital planning, and budgeting. The position also coordinates with other departments, contractors, and developers to ensure projects comply with City standards, specifications, and regulatory requirements.

The Senior Engineering Technician is distinguished from the Engineering Technician as work is performed with less supervision and greater independence. Additional engineering support responsibilities/projects requiring the application of knowledge, skills, and abilities of a broader, more complex level may be assigned. The Senior Engineering Technician will have considerable experience in engineering design, plan implementation and construction operations as defined in the minimum requirements.

Responsibilities
  • Recommends appropriate maintenance procedures on street repairs and construction; analyzes pavement condition data and assists with recommending maintenance to the City Engineer.
  • Assists with preparation of plans for engineering projects including plans, specifications and estimates. Evaluate pavement condition ratings; ensures data entry in asset management (Cartegraph) for maintenance and capital project when completed.
  • Reviews and updates City's specifications under the guidance and direction of the City Engineer.
  • Leads staff efforts in tracking and collection of record drawing as-built information from private development project engineers and reviews them for compliance with City standards and expectations, coordinating with and assisting GIS staff with drawing and attribute data entry in GIS platforms.
  • Maintains the project tracking application with accurate updates to project status, contact details, and milestone timelines; creates new project areas in GIS and assigns all necessary attributes.
  • Inspects seal coat, rout and seal, pavement markings, fog seal, mill and overlay projects; inspects utility connections and site improvements on redevelopment projects.
  • Maintains project records and asset data for street and parking lot maintenance and reconstruction projects; produces cost estimates with data to meet annual budget requirements and long-range capital planning.
  • Reviews pavement conditions data provided by third party contractor for consistency and significant changes of public streets; enters data into Cartegraph to provide pavement rating index.
  • Maintains GIS map and database of State Aid mileage categories for annual Certification of Mileage; assists City Engineer with submittal of State Aid NEEDS updates and MnDOT pay requests.
  • Works with the Finance Department to update and verify annual public infrastructure values for public and private projects, using final construction payment information and overhead costs.
  • Assists with financial tracking and close out of public and private projects to include analysis of developer securities, recommending escrow reductions and preparing project fund close out for City Engineer approval; assists with preparation of subdivision/development calculations.
  • Set up traffic counters, analyze data and generates reports as directed; serves on Traffic Safety Committee; remains current on applicable traffic control standards and guidance documents (e.g. MN MUTCD).
  • Reviews and approves permits for work in the rights-of-way (ROW) and inspects completed work.
  • Responds to public inquires and concerns related to engineering and construction matters.
Knowledge,

  • Strong written and verbal communication skills.
  • General knowledge of civil engineering practices and procedures.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook).
  • Knowledge of GIS databases.
  • Ability to work independently, prioritize tasks, and communicate across organizational levels.
