DEFINITION

Under direct or general supervision, performs a variety of technical and paraprofessional duties in the Development Services Department’s Building Division, including the processing of plan check submittals and issuance of building permits. Provides information to industry professionals and the general public concerning building permit requirements, codes, ordinances and inspections provided by Development Services Department.

SUPERVISION RECEIVED AND EXERCISED

Receives direct or general supervision from the Building Official. May exercise technical and functional direction over and provide training to lower-level staff.

CLASS CHARACTERISTICS

Building Permit Technician I:
This is the entry-level class in the paraprofessional Building Permit Technician series. Initially under close supervision, incumbents with basic clerical support experience in an environment involved in permit processing perform work on the least complex tasks and duties related to the building permit application process in the Development Services Department. As experience is gained, assignments become more varied and are performed with greater independence.

Building Permit Technician II:
This is the full journey-level class in the paraprofessional Building Permit Technician series. Incumbents perform the full range of technical work in all of the following areas: providing direct public assistance and information to department customers for the entire spectrum of building division permits, and processing permits requiring less technical review. Incumbents also support and organize the processing of more complex permits that are reviewed by specialized professional staff in a variety of disciplines.

OF TYPICAL JOB FUNCTIONS (Illustrative Only)
  • Greets and provides information to the public at the counter, by the telephone or video conferencing software, and through written correspondence in response to questions regarding any of the various development activity permits, functions, and services offered by the building division.
  • Assists the public in completing and filing applications and related materials for various types of building permits; determines the required permit type(s) and reviews the application process with the applicant including other department/division and/or outside agency required approvals.
  • Receives, reviews and evaluates building plans, applications, and other necessary documentation to determine completeness, accuracy and conformance with local, state and federal building codes, regulations, requirements and other established criteria.
  • May prepare summaries of application meetings and act as liaison between staff and applicant.
  • Processes and issues web and over the counter permit request for less complex building, electrical, plumbing and mechanical permits.
