Who We AreMontgomery County is located adjacent to Washington, D.C., and with over one million residents it is the most populous County in Maryland and among the top ten most diverse Counties in the nation. The County contains many major U.S. government offices, scientific research and learning centers, and business campuses.
The Department of Health and Human Services delivers public health and human services that meet the needs of our community’s most vulnerable children, adults, and seniors. With more than 2,000 employees, it is the largest County Department and provides services through more than 120 programs at over 20 locations.
We believe health and wellness can only be achieved by ensuring every resident has fair access to quality housing, transportation, education, employment, health care, human services, safe neighborhoods, and healthy food. HHS provides critical services for residents facing a variety of obstacles. The Programs of Services to End and Prevent Homelessness (SEPH) share a common vision: access to safe, affordable housing and quality of life.
Our mission is to make homelessness rare, brief, and non‑recurring, operating from a Housing First philosophy.
Our Housing Stabilization Program empowers residents to secure their housing through case management focused on prevention, including tenant rights, financial literacy, employment, behavioral health, and eligible housing stability funding.
Who We Are Looking ForThe Homeless Services for Families (HSF) program seeks a frontline caseworker to provide direct support to families experiencing homelessness. The Client Assistance Specialist (CAS) assists families in identifying safe, stable permanent housing options by assessing needs, connecting with housing resources, and facilitating employment, financial assistance, and supportive services.
What You'll Be DoingThe CAS serves as a caseworker within HSF, providing direct services to families experiencing homelessness and temporarily sheltered in county‑contracted overflow motels. The CAS assesses needs, develops individualized housing stabilization plans, and supports families’ transition into permanent housing or family shelter placements.
- Conduct comprehensive assessments and eligibility screenings for families residing in overflow motel placements, focusing on housing barriers and prioritizing needs.
- Provide housing‑focused crisis intervention and ongoing case management to stabilize families and coordinate timely transitions to family shelter or permanent housing.
- Develop person‑centered service plans addressing income instability, childcare, behavioral health, and other challenges to support a rapid return to stable housing.
- Conduct regular face‑to‑face visits with clients at motel sites and in the community to monitor progress, reassess needs, and provide continued support.
- Document all client interactions, case updates, and service delivery activities in the County’s Homeless Management Information System (HMIS), complying with SEPH and HUD data standards.
- Collaborate with internal County units and external community providers—housing, employment, and behavioral health partners—to leverage available resources and wraparound support.
- Process financial assistance requests (e.g., rent, utilities, security deposits) through the County’s Emergency and Immediate Crisis Management (EICM) system, ensuring compliance with program guidelines and documentation standards.
- Connect families to additional resources and benefits through referrals to community‑based programs, nonprofits, and public assistance services.
- Participate in interdisciplinary case reviews, unit meetings, and coordinated entry discussions to ensure alignment of services and timely intervention strategies.
The selected candidate must successfully complete a pre‑employment medical exam and drug screening.
