About The Position
The Montgomery County Public Library (MCPL) is seeking a dynamic Library Administrator to lead significant, positive changes within a public service organization serving more than one million residents. The role is responsible for developing strategic direction, goals, plans, and policies within an assigned area of responsibility, with broad objectives and accountability for overall results. The Assistant Director of Innovation and Strategies is a member of MCPL’s Executive Team and provides leadership in developing and implementing the organization’s strategic goals.

The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $113,715 - $174,615 based on the candidate’s qualifications and experience.

Who We Are Looking ForMontgomery County Public Libraries (MCPL) seeks a Library Administrator to lead strategic change within public service. This role develops strategic direction, goals, plans, and policies, exercises independent judgment, and solves complex problems. The Assistant Director of Innovation and Strategies will lead the organization’s strategic goals and serve on the Executive Team.
What You’ll Be DoingKey priorities for the Assistant Director include:
- Develop and execute a forward-thinking strategic plan to foster innovation across library branches and programs.
- Lead initiatives to integrate emerging technologies, digital resources, and new service models to improve community access and engagement.
- Foster a culture of experimentation, continuous improvement, and collaboration.
- Collaborate with stakeholders to identify and pursue strategic partnerships and funding opportunities.
- Conduct regular community needs assessments to inform service planning and ensure inclusivity and equity.
- Oversee the rollout of pilot projects and scale successful innovation efforts system-wide.
- Provide leadership on data collection and analysis to measure impact of innovative initiatives.
- Advocate for the library’s role in promoting literacy, lifelong learning, and social inclusion.
- Review and refine the long-term innovation strategy aligned with community needs and organizational goals.
- Allocate budgetary resources through management of the 21st Century CIP budget.
- Analyze market trends and best practices to inform ongoing strategic initiatives.
- Collaborate with senior leadership to set priorities and measurable objectives.
- May require weekend and holiday hours as needed.
This position is full time, 40 hours per week, based in the Central Administrative Offices in Rockville, MD. It is eligible for telework under Montgomery County’s situational telework program.
Minimum QualificationsExperience: 7 years of leadership experience in a large, complex, and diverse organization, preferably in a public or community-focused setting. The ideal candidate will have a track record of designing and implementing innovative programs and strategic initiatives, a strong understanding of digital technologies, information access, and community engagement strategies, and exceptional leadership, communication, and stakeholder management skills with a commitment to diversity, equity, and inclusion.
Education: Bachelor’s degree from an accredited college or university. A master’s degree in library science or library information science (ALA-accredited) or in business innovation is preferred.
