Position: Proposal Writer (contracts)

BLH Technologies, Inc. is seeking an experienced Proposal Writer to support our continued growth in the Federal Government market. The Proposal Writer will be a key contributor within the Business Development team, working closely with the Chief Growth Officer to develop highly persuasive, compliant, and strategically positioned proposals and RFI responses. The ideal candidate will blend traditional proposal expertise with the ability to leverage AI-enabled tools to enhance efficiency, accuracy, and messaging quality.

Day-to-Day

Responsibilities Include, But Are Not Limited To:
  • Write, revise, and edit Federal Government proposal responses—including executive summaries, technical and management volumes, past performance narratives, résumés, and pricing justifications.
  • Use AI-driven writing, research, analytics, and compliance tools to increase proposal quality, accelerate drafting, evaluate competitor strengths, and enhance overall persuasiveness while conducting human review.
  • Organize and prepare information to develop technical volumes for audiences across human services, public health, information technology (IT), and management consulting domains.
  • Analyze and synthesize information from Subject Matter Experts, research, and prior proposals to develop compelling, differentiated content and strong win themes.
  • Ensure proposals meet all solicitation requirements, using both manual and AI-assisted compliance checks.
  • Improve proposal quality and workflow by evaluating and redesigning writing processes, boiler plates, templates, and content libraries—including AI-powered content optimization.
  • Support the Business Development and Capture team by establishing response schedules, coordinating contributors and materials, and managing proposal reviews.
  • Monitor government procurement portals (e.g., SAM.gov, agency sites) and identify opportunities for expansion and sustainability.
  • Edit for accuracy, clarity, tone, consistency, and adherence to review standards.
  • Develop and contribute to proposal graphics and visual storytelling.
Requirements
  • Bachelor’s degree in journalism, writing, communications, language arts, or related field.
  • 10+ years of federal proposal writing experience, including RFPs, RFIs, and multi-volume submissions.
  • Experience in AI-assisted writing, research, compliance, or content-management tools (e.g., AI proposal accelerators, content libraries, analytics tools) or demonstrated pursuits toward AI applications skill development.
  • Demonstrated understanding of the federal procurement process, evaluation criteria, and the BD/Capture lifecycle.
  • Dor excellent writing, research, and analytical skills with a strong command of persuasive, innovative storytelling.
  • Experience creating win themes, differentiators, and value propositions tailored to government evaluators.
  • Strong attention to detail, editing, and compliance verification.
  • Ability to work collaboratively under tight deadlines in a fast-paced environment.
