Overview

Responsibilities- Provide oversight and management of the medical component of FOH LE-P, including consultation services and case reviews for customer agencies with employees in law enforcement and other public safety roles.
- Ensure case assignments are appropriate based on medical expertise, complete cases by agreement deadlines, and that medical recommendations comply with federal regulations, evidence-based standards of care, and industry best practices.
- Develop and monitor policy and standard operating procedures for LE-P; conduct performance improvement initiatives using metrics; participate in continuous quality improvement.
- Demonstrate technical expertise in occupational and primary care medicine; provide high-caliber medical consultation and care; maintain expertise in federal regulations and industry standards for LE-P case reviews.
- Assist in privileging and peer reviews and participate in continuous quality improvement assessments for LE-P examinations.
- Develop documents aligned with national healthcare quality standards (CDC, HRSA, The Joint Commission) and maintain board-certification and licenses as required.
- Serve as chief medical officer for LE-P; supervise LE-P medical review staff; ensure timely and accurate workload deliverables; update job descriptions annually; review vendor telework, overtime, leave, and travel requests with justification.
- Distribute medical reviews among staff appropriately; ensure staff use available resources; perform LE-P case reviews to support billing targets; provide clinical and consultative support for Federal agencies.
- Provide expert witness testimony when needed to support medical recommendations on employability, reasonable accommodation, and other cases with federal agencies.
- Communicate expert medical opinions clearly in writing; provide intellectual guidance for occupational clinic activities relevant to LE-P case reviews; collaborate to update LE-P orientation manual at least every two years.
- Provide evening on-call physician coverage for FOH occupational health clinics (minimum two evenings per week) and on-call coverage as required.
- Respond to customer inquiries about LE-P medical aspects within 48 hours.
- Communicate effectively in high-stress situations; produce quality outputs within predetermined time frames; maintain professional conduct.
- Provide consultation with local agency management on program needs, health examinations, and employee health services as required.
- Offer expert advice to FOH staff and federal agencies on occupational medicine matters adhering to accepted medical standards and industry best practices.
- Analyze data monthly to maintain appropriate staffing within budget for LE-P case reviews and related services.
- Ensure monthly billing submissions by LE-P providers follow standard formats and deadlines.
- Assist with development of Descriptions of Service for LE-P offerings and review descriptions annually.
- Assist with LE-P workplan development and execution to ensure adequate providers and budget adherence.
- Maintain qualified medical staff to perform medical reviews within prescribed time frames; ensure SOP orientation and ongoing provider training.
Maintain working knowledge of software systems necessary for LE-P case reviews.
Required Skills- Minimum Requirements/Knowledge/
Skills:
Desired qualifications include advanced training in Public Health and prior experience as a medical consultant for a Federal agency; broad knowledge of federal workplace medical consultation and LE-P case reviews; past expert witness experience; excellent written and oral communication skills; experience with diverse organizations and stakeholder groups.
- Minimum Education/Certification/
Experience:
Licensed physician (MD or DO), board-certification in Preventive Medicine/Occupational medicine preferred (or a primary care specialty such as Family Practice, Internal Medicine); minimum five (5) years in an occupational medicine clinic; at least 2 years performing law enforcement/public safety clearance assessments; strong understanding of federal safety and health regulations; experience in psychological fitness-for-duty evaluations for law enforcement/public safety; basic computer skills (MS Word, Excel, Access, Outlook).
