SUMMARY OF POSITION

Index Official Public Records (OPR); perform a variety of essential duties and customer service assistance (by telephone, by mail and email, and in person); provide cross-training for OPR—both processing and indexing; assist department with vital statistics often, and with court clerk work as needed; assume other duties as assigned.

ORGANIZATIONAL RELATIONSHIPS

· Reportsto :

County Clerk, in the clerks absence will report to Chief Deputy Clerk

· Directs :
This is not a supervisory position.

· Other :
Has daily contact with title companies;attorneys; co-workers, other county offices; federal, state and local agencies;and the general public

· Index recorded deeds by grantor/grantee to support perpetual document access and create all associated daily, monthly, and yearly reports

· Review documents prior to recording them to check for eligibility

· Assistthe public with department information, researching records, and resolving relevant issues.

· Receive payments, issue receipts, and post funds for filing of documents, assumed names, fines, and court costs

· Balance daily receipts of Odyssey and E-doc accounts before delivering to Treasurer’s Office for bank deposit

· Issue marriage licenses, both regular and informal

· Issue certified copies of birth and death records

· File Assumed Name Certificates and Abandonment of Assumed Name Certificates

· File Military DD-214s and make certified copies, if requested

· Certify Beer and Wine Licenses and post hearing notices

· Maintain individual job manual detailing work procedures, including the filing of OPR

· Develop and set up forms using word processing and reporting software and assist department personnel to use the same

· Assistand/or fill in for co-workers as needed

· Perform other related duties as assigned

· Hoursare 8:00AM-5:00PM, lunch time 12:00-1:00 — although may be required to work additional from time to time on court days and receive comp-time

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Preferred knowledge of:

· Correct business English, spelling, punctuation, and basic math

· Basic legal terminology and procedures

· Current statutes, rules, and regulations relating to department responsibilities including, but not limited to, Texas Property Code, Texas Local Government Code, Texas Rules of Court, Texas Code of Criminal Procedure, and Texas Family Code and their applications to County Clerk work

· Computer proficiency in word processing, reports, data inquiry, and assist others in use of same

· Conversational Spanish is desirable but not required

Skill/Ability to:

· High degree of customer service and support skill, with the ability to assess needs accurately and provide appropriate responses aligned with applicable department standards

· Ability to perform well with interruptions and, occasionally, in stressful situations

· Must exhibit a strong sense of duty to serve the community and promote the work of the County Clerk’s office to the public

· Must possess excellent decision-making skills and demonstrate sound judgment

· Must possess strong oral and written communication skills—including impeccable proofreading skills and meticulous attention to detail

· Must have strong organizational, time management, and follow-up skills, plus the ability to maintain accurate records and files

· Must be a self-starter—and also a team player who takes direction well

· Must be able to direct the work of others

· Must be able to operate standard business machines, including computer, scanner, copier, telephone, fax machine, and calculator by touch

· Must be able to keyboard/type accurately at a speed of at least 30 words per minute

· Must be able to move volumes weighing up to thirty (30) pounds

· Must be bondable

ACCEPTABLE EXPERIENCE AND TRAINING

· High school graduate, or its equivalent

· Possess three or more years of work experience which proves the required organizational and customer service skills, and abilities

CERTIFICATES AND LICENSES REQUIRED

· Valid Texas Driver's License, good driving record, and reliable transportation or alternate reliable means of transportation

· Must submit to and pass a background check, pre-employment physical, and drug screening

· Must take Oath of Office and Confidentiality and Non-Disclosure Agreement

· Must learn all aspects of the Vital Statistics position and obtain related certifications and continuing education, starting with Acknowledgement of Paternity (AOP) and Texas Electronic Vital Events Registrar (TxEVER) certifications
