Description
Under the direction of the Dean of Student Services and the Dean of Career, Continuing & Technical Education, the Program Manager will develop, plan, implement and administer the Transition to Independent Living Program (TIL) and train, supervise and evaluate the performance of assigned personnel. Program Description
The TIL program meets an urgent local need to provide adults with intellectual and developmental disabilities (IDD) the opportunity to integrate into the mainstream economy and maintain an independent lifestyle. It is a post‑secondary educational cohort experience delivered on a community college campus, offering curriculum and training that promotes essential functional, social and career skills. TIL works collaboratively with other service providers and employers to provide a seamless pathway from education to employment.

Duties
Formulate and make recommendations to the college’s executive team regarding all aspects of the TIL program, including strategic goals, planning, and resource needs.Cultivate relationships with key stakeholders such as K12 partners, employers, and IDD service providers, and establish program goals and objectives.Serve as liaison for external partners, including coordinating with Regional Centers to ensure continued funding.Develop and implement employment placement plans for participants and completers in partnership with employers and service providers.Maintain current knowledge of applicable laws, rules, regulations, and district policies, including licensing for students with autism and intellectual disabilities.Engage staff in collaborative processes to achieve equity, inquiry, reflection, and ongoing improvement.Serve on college committees, attend meetings and conferences, present, and coordinate activities with external groups.Work with the Sierra College Foundation on fundraising events and activities.Search for and apply to grant opportunities that benefit the program.Act as primary contact for administrative leadership as required.Establish and implement the weekend “On‑Call” list of employees.Plan and facilitate professional development activities for employers, stakeholders, and faculty.Organize program events.Meet timeline objectives to achieve program goals.Lead development, implementation and monitoring of instructional goals; assist faculty in evaluating student learning outcomes.Collaborate with faculty and the Curriculum Committee to ensure curriculum compliance.Drive program evaluation activities to ensure effectiveness and efficiency.Implement program evaluation systems, produce management reports and corrective action.Document, maintain and file all student records and reports.Cooperate with referral agencies to meet individual case plans.Maintain health and safety standards in program areas.Manage inventory of program equipment and materials.Resolve staff and student concerns through due process.Orient, train, supervise, advise and annually evaluate program staff.Prepare comprehensive reports for program needs and requirements.Maintain the annual program budget.Perform other related duties as required.Minimum Qualifications
- Bachelor’s Degree in any subject.
- Three (3) years of increasingly responsible supervisory experience.
