The Rock Island District's Operations Division is responsible for the safe, reliable, and efficient operation and maintenance of a 9-foot navigation channel on 314 miles of the Upper Mississippi River and 268 miles of the Illinois Waterway, as well as the operation of 18 lock and dam sites. The Division also manages multiple flood control reservoirs, three in Iowa and two in Illinois, that proactively reduce flood risk to downstream communities.

We are seeking an experienced professional to serve the District as the Branch Chief, Operations Management Support. This opportunity includes:

• Responsibility for management of the fiscal resources of the Operations & Maintenance (O&M) Program, including development and management of the Operating Budget for Operations Division as well as management and execution of division Overhead, Plant/Facility and Inventory accounts.
• Annual submission of the PRIP budget request.
• Planning, directing, coordinating and supervising the preparation and submission of the O&M budget requests, ensuring that the various phases of work provide for logical and feasible immediate and long range schedules of accomplishment to optimize District resources.
• Developing and recommending general fiscal and administrative policies and procedures to advise the Chief of Operations Division (OD) in the decision-making processes regarding actions which impact fiscal or administrative matters.
• Planning the overall work and organization of the branch, insuring an efficient, responsible and effective operation.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

One year of specialized experience equivalent to the GS-12 level in the Federal service, which includes:
1) plans and manage various aspects of District programs and budget activities;
2) effectively prepare, present, interpret and defend program data;
3) budget and resource for commitments, obligations and expenditures;
4) provide programs support of the overall O&M program operations.
