Position Overview /DutiesThe Rock Island District's Regulatory Team works to improve and enhance the integrity of the nation's water resources and ensure that regulated activities in these waters are not contrary to the public interest, environmental, social, or economic concerns. Currently, our District's Regulatory team has two positions open to candidates which can be filled as a promotion or lateral reassignment.
Duties May Include- Evaluating all levels and types of DA permit applications, including complex and controversial projects, jurisdictional determination requests, compliance, and/or enforcement cases.
- Preparing accurate and detailed documentation, e.g., Environmental Assessments (EAs), Environmental Impact Statements (EISs), etc.
- Managing special programmatic initiatives and developing efficient permit procedures (e.g., General Permits).
- Provide guidance to internal and external customers on the procedural aspects of the regulatory program.
- Serving as the District representative on groups and task forces with missions of interest to the program.
- Managing the evaluation and approval of complicated stream or wetland mitigation banks and ILF proposals consistent with the Mitigation Rule and existing policies, procedures, and technical tools. Managing and/or assisting with the evaluation of 214 WRDA/139j projects and program.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education Requirement for General Natural Resources Management and Biological Science series:A bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Minimum Experience Requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service, which includes:
1) Managing all levels and types of general permits and individual permits, reviewing for compliance with regulations, policies and laws;
2) Preparing draft policy letters, biological and environmental assessments and reviews, and providing guidance and advisement on environmental principles, regulations, policies, and laws.

- Financial Management Position:
Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amended 10 United States Code, section 1599d. The incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements for this certification program. This certification requirement is a condition of employment for this position.
