Position Overview / DutiesThe Louisville District is recruiting for Engineers, GS Series 08XX to serve as Project Engineer and Contracting Officer's Representative (COR) in the Construction Division located in Rock Island, IL. The Project Engineer is responsible for the enforcement of contract requirements for all assigned contracts. Utilizes all available resources to maintain progress and ensure safe, high quality, and timely completion of construction projects.
DescriptionOf Assignment / Duties
- Investigates the need for contract change orders.
- Performs and advises others in the performance of actions for resolving change orders, claims, and contract delays.
- Reviews Quality Assurance reports and spot checks contractor quality control reports.
- Establishes detailed Quality Assurance requirements, scheduling and control methods.
- Ensures that proposed and actual contractor procedures comply with regulatory agency requirements.
- Receives and checks for contract compliance of technical submittals from the contractor such as shop drawings, catalog cuts, samples certificates of compliance and test results.
- Informs contractor of requirements concerning construction scheduling, progress reporting and safety measures.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience for Position(GS-12) Specialized
Experience:
One year of specialized experience which includes:
Applying professional knowledge of engineering concepts, principles and practices applicable to engineering construction and inspection activities; perform contract administration to include estimates of cost; and ensure construction projects are accomplished in accordance with proper quality control and assurance procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑11).

Experience:
One year of specialized experience which includes assisting with agency regulatory guidelines governing the various stages of project development and the design process, providing technical and administrative support, and providing project schedule and budget data for use in determining status of workload. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑09).
OR
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position (
