Position Overview /Duties

The Rock Island District's Resource Management Office provides excellent customer service to approximately 1000 teammates by committing to these 3 R's:
Ready, Reliable, and Responsive. The District is seeking a dynamic, experienced accounting professional to serve as a Staff Accountant. At the GS-11 (full performance) level, responsibilities will include:

  • Interpreting various Department of the Army and Engineering Regulations, appropriate laws, and other guidance related to asset accounting and Chief Financial Officers (CFO) Act.
  • Coordinating with other finance and accounting personnel, program managers, analysts, in establishing support for asset accounting records and transactions in the Corps of Engineers Financial Management System (CEFMS), P2 and/or project management/construction management systems.
  • Working with a wide variety of accounts such as Military Construction, Army operations and maintenance, Civil Works, revolving fund, local cost sharing, and payroll.
  • Providing local statements and reports containing timely, accurate, and essential financial information.
  • Resolving difficult technical accounting problems and reconciling cost data to other related accounts such as the general ledger, subsidiary ledgers, manual and automated reports.
  • Reviewing accounting procedures to assure adherence to generally accepted accounting principles and other regulatory guidance from higher authorities.
  • Analyzing program changes and transactions and their effect on the assets, liabilities, and equities of the general ledger.
  • Preparing audit and internal review reports, products, and samples.
  • Certifying funds upon validation of compliance with laws, regulations, and policies.

Other Conditions And Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement

A bachelor's degree (or higher) in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Minimum Qualifications for the GS-07 level

One year of specialized experience which includes assisting in the review and analysis of payroll and travel financial data and generating reports; reconciling financial statements and payroll accounts; and applying general accounting principles and practices to identify technical accounting problems and assisting with resolution.

Minimum Qualifications for the GS-09 level

One year of specialized experience which includes reviewing and analyzing payroll and travel financial data for accuracy and generating a variety of financial reports; reconciling financial statements and maintaining a general ledger; identifying and resolving technical accounting problems; and applying advanced knowledge of accounting theories, principles, and practices in order to promote the use of proper accounting procedures and methods.
