Position: Building Plans Coordinator (49095)
General Description:

The purpose of this class within the organization is to process building plans for review according to city and state ordinances and laws. This class works under general supervision, independently developing work methods and sequences.

Minimum

Education and Experience Requirements:



Requires an Associate's degree in Business Administration or related field, supplemented by three years of progressively responsible administrative or customer service work experience or a minimum of three years of construction or real estate experience. The equivalent combination of education, training and related work experience may be considered.

Special Certifications and Licenses:

Must obtain Permit Technician certification from International Code Conference (ICC) within two years of hire.

Desirable Knowledge, Skills, and Abilities:
  • Knowledge of modern office practices, procedures, and equipment.
  • Ability to read and comprehend legal documents, policies, codes, and other technical documents.
  • Ability to perform basic arithmetic, calculate decimals and percentages.
  • Ability to interpret graphs and other forms of data.
  • Ability to review and analyze data and information to confirm compliance with policies and standards.
  • Ability to provide guidance, assistance, and/or interpretation to others on the application of procedures, standards, and policies to specific situations.
  • Ability to exercise independent judgment to adapt methods or procedures while still meeting overall requirements and objectives.
  • Ability to express ideas clearly, orally and in writing.
  • Ability to handle multiple tasks and remain focused in an open office environment with periodic interruptions.
  • Must be flexible to the changing needs of the assignment.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions:
  • Acts as a central point of contact for building plan review activities. Explains plan submittal and review policies and procedures to architects, engineers, developers and contractors. Provides guidance about how to resolve issues with plans that are not approved.
  • Checks building plan submittal applications to verify completeness, which includes reviewing floor plans, site plans, and other documents to determine scope of work. Determines which plan reviewers need to review the project based on scope of work and special circumstances such as the presence of flood zones, utility easements, etc.
  • Examines plan review comments after review is complete. Coordinates with plan reviewers regarding conflicting comments. Sends plan review comments out after review is completed.
  • Prepares approved plans for permitting, which includes determining which fees need to be collected and whether any special conditions must be met prior to the release of the permit.
  • Serves as the back-up to the Permit Center Manager and the Open for Business Coordinator when necessary; also serves as back-up for the daily deposits of online fee payments. Provides direction and guidance to other Permit Application Center staff.
  • Attends training classes about customer service, zoning regulations, building codes, computer software, and other topics as needed to learn new standards, processes, and systems. Maintains continuing education credits required for certifications.
  • Performs all other duties as may be assigned to meet organizational needs.
