Responsibilities- Manage and direct all security-related issues associated with the IC & DoD program portfolio at the L3
Harris Space & Airborne Systems office in Rochester, NY. - Administer facility security functions including SCIF operations, personnel security, program support, physical security, document control, badging, and access control.
- Implement all requisite national security directives with emphasis on NISPOM and applicable directives.
- Exhibit dedication and excellence required of a seasoned security professional while working independently without direct supervision.
- Collaborate with internal and external customers or Government security officials to perform security duties; support and enforce L3
Harris corporate policies on protecting intellectual property.
- Execute responsibilities of the CPSO for the Rochester, NY office, including management/operation of secure areas and Program Security Officer duties.
- Administer personnel security requirements, CONOP writing, program protection plans, program access briefings, and clearance/access maintenance for briefed employees.
- Administer and track annual training, escort training, initial security briefings, and security debriefings for all cleared employees.
- Ensure security support for IC and DoD level programs; manage SCIF operations per directives and program guidance.
- Formulate, establish, and execute security policy, procedures, and protocols for the facility in line with National Industrial Security Program requirements.
- Analyze and investigate security incidents and violations; prepare internal and external customer reports.
- Maintain effective security communications by interfacing with external customers (Government, Associate Contractors, Subcontractors, former employees) and internal L3
Harris groups. - Guard/alarm interface; liaison with alarm monitoring facility to ensure security of controlled/secure areas per government requirements.
- Physical security duties including combinations, access control systems, alarm access, secure area modifications, and buildouts.
- Manage incoming/outgoing classified material, destruction, and other accountable items.
- Prepare and participate in IC community Security Assessments.
- Manage visit requests to secure areas.
- Create and/or maintain continuity books and procedures for multiple security functions.
- Prepare and update Fixed Facility Checklists (FFCs) and other documents per customer guidelines.
- Adhere to L3
Harris corporate policies on protecting intellectual property, PII protection, Insider Threat, and related policies.
- Active Top Secret/SCI Clearance required.
- Bachelor’s Degree and minimum 9 years of related experience;
Graduate Degree with at least 7 years; in lieu of a degree, minimum of 13 years of related experience.
- Completion of an accredited/approved CSSO course; other professional certifications.
- Efficient, proactive, responsive team player with excellent written and oral communication skills.
- Ability to interface with all levels of corporate management and government customers.
- Proficient in Microsoft Word, Excel, Outlook, and PowerPoint; experience using security management software.
- Highly organized with ability to manage multiple priorities and time-sensitive deliverables.
- Hands-on, self-starting, disciplined, and detail-oriented; able to work independently in a high-volume environment.
- Working knowledge of NISPOM, ICDs, and information system security.
- Experience implementing NISPOM requirements and ICD 705 standards.
- Familiarity with SCIF operations in manufacturing/testing contexts.
- Proficient writing skills with experience in program protection plans and CONOPs.
- Ability to provide direction and guidance on security projects.
In compliance with pay transparency requirements, the salary range for this role in New York State is $91,500 - $170,500. This is not a guarantee of compensation or salary; final offer may vary based on experience and location. L3
