Position: Manager - Make Ready & Permitting
Location: City of Rochester

Job Summary

The Manager Make Ready & Permitter is responsible for managing the Team & flow of information between ECC, the utilities, the Department of Transportation (Use the "Apply for this Job" box below). County, Thruway, Railroads, Airports, and Local Municipalities. This position is vital to the overall success of any project by ensuring all steps of the project process are completed on schedule.

Essential Functions
  • Experience with Permitting process
  • Facilitating calls internally and with customers, vendors, contractors, etc.
  • Submits maps and exhibits received by Designer to all utilities for Make Ready.
  • Obtains price quotes for required electric Make Ready.
  • Ensures that all payments are made to utilities for Make Ready.
  • Tracks the Make Ready process to ensure work has been completed and licenses have been received for pole attachments.
  • Submits permit applications to respective DOT, state, county or town.
  • Ensures all payments for permit applications are made.
  • Tracks the permit process to ensure that permits have been received, accepted and approved.
  • Reviews pole attachment agreements.
  • Requests and maintains a record of all required insurances.
  • Reviews contractor applications for payment.
  • Works with clients to ensure ECC and contractor invoicing is received, accepted and paid.
  • Leads activities in defining scope of the projects, developing project plans, and ensuring forward momentum of projects toward stated goals. Tracks and monitors project work plans, including objectives, task and time frames, to ensure deliverables are completed on time. Identifies and responds to changing project circumstances and communicates issues to project leadership. Takes a flexible, team player approach, willing to “pitch in” whenever and wherever needed.

    Initiates and leads project evaluation process at project close.
  • Oversee the creation and delivery of presentations on project status and outcomes.
  • Oversee and participates in interdisciplinary and interdepartmental work groups. Assist in the facilitation of work group meetings, as needed, in support of process improvement projects.
  • Demonstrates department’s commitment to excellent customer service through prompt responses to all internal and external customers.
  • Represents the department’s capabilities and mission effectively to internal and external customers.
Additional Responsibilities
  • Accomplishes all other duties and tasks as appropriately assigned or requested.
Education and Experience
  • High School Diploma or equivalent and a minimum of 4-6 years on‑job or an equivalent combination of related work experience, training and/or education sufficient to successfully perform the essential duties of the job is required.
  • Bachelor’s degree in business, engineering, technology preferred.
  • Experience with NYSEG and National Grid Make Ready process a plus.
  • Substantial project management experience leading multiple complex projects a once producing high-quality, on-time results.
Knowledge,

Skills and Abilities
  • Proficient knowledge of Microsoft Office Suite.
  • Project Management skills, tracking and analysis.
  • Ability to manage multiple projects simultaneously.
  • Strong business acumen.
  • Excellent verbal and written communication skills.
