Position Overview:
The YWCA of Rochester and Monroe County is seeking a dedicated and strategic leader for the position of Vice President of Housing Programs. This vital role will oversee our diverse housing initiatives, including Long Term affordable housing, emergency shelters, Supportive Living and community based Permanent Supportive Housing initiatives. The ideal candidate will bring a strong vision, exceptional management skills, and a deep commitment to empowering women and fostering social justice in our community.

Key Responsibilities Strategic Leadership

Drive the vision and strategic direction of housing programs in alignment with YWCA’s mission. Develop and implement innovative approaches to address housing challenges for women and families, ensuring access to safe and supportive environments.

Establish and implement a strategic workplan to identify and address short‑term and long‑term goals to improve the availability of affordable housing, community development programs, and land‑use considerations.

Explore and implement innovative housing solutions.

Program Oversight

Manage the operations and administration of affordable housing initiatives, emergency shelters, and supportive housing projects, ensuring quality service delivery. Monitor and evaluate program effectiveness, implement improvements based on data‑driven insights and community feedback.

Ensure programs are compliant with licensing, funding, and quality assurance standards and guidelines.

Assists in responding to special requests from HUD, the State, City Administration and other governing bodies as needed, including preparation of agenda items, responding to audit findings, and responding to public information requests.

Team Management

Lead, mentor, and support program directors and staff, fostering a culture of collaboration, inclusivity, and professional growth. Ensure that team members are equipped with the necessary resources and training to excel in their roles.

Community Engagement

Build strong partnerships with local organizations, government entities, and stakeholders to enhance support networks for women in recovery. Represent YWCA in community forums and advocate for policies that improve housing access and services for women.

Oversee the development and management of housing program budgets, ensuring fiscal responsibility and sustainability. Collaborate with the development team to identify funding opportunities and secure grants for program expansion.

Data and Reporting

Establish key performance indicators to assess program outcomes and impact, ensuring accountability and transparency. Prepare and present reports to the executive team and board of directors on program performance and strategic initiatives.

Lead and ensure programs are in compliance with all local, state and federal regulations.

Qualifications

Master’s degree in social work, public administration, urban planning, or a related field preferred.

Minimum of 7 years of experience in housing program management or social services, with a focus on affordable housing and supportive living for vulnerable populations.

In-depth understanding of the challenges faced by unhoused families and provide effective strategies to provide sustainable support.

Proven strategic thinking and problem‑solving skills, with the ability to implement initiatives that drive positive change.

Strong communication and interpersonal skills, with experience engaging diverse stakeholders and communities.

Demonstrated leadership experience, with a focus on team development and engagement.

Experience in financial management, grant writing, and program evaluation.
