Job Title
Lead Engineer-Transmission & Substation Project Development
Reports ToManager – T&S Project Development, Kirkwood, NY or Rochester, NY
Base Salary Range$110,000 – $142,916
Job SummaryThis position is responsible for executing comprehensive needs and solutions assessments to address a wide range of T&S reliability and infrastructure needs. The role will develop internal staff, collaborate across organizations, and lead external (consulting) resources across a wide-range of utility disciplines (P&C, Engineering, etc.) in the pursuit of project development.
Key Responsibilities- Responsible for the development of the majority of new T&S capital projects to a Conceptual design level (IP2) ready for financial approval and eventual handoff for project execution.
- Ensure that all proposed T&S projects meet stakeholder and internal Investment Plan requirements by providing proper justification and supporting documentation.
- Act as a lead member and contributor at the Transmission System Review Group (TSRG), vetting and approving new projects before delivery for execution; may chair or serve as vice-chair for AVANGRID.
- Provide technical, investment oversight and decision making for all T&S capital projects from inception through construction.
- Support AVANGRID’s Long Term Outlook of the T&S CAPEX investment portfolio including rate case preparations, regulatory funding commitments, and ISO reporting.
- Collaborate regularly with Operations, Maintenance, and Planning personnel to identify and mitigate T&S system issues.
- Investigate reports of T&S system needs requiring comprehensive intervention assessments in a prioritized manner to ensure alignment with AVANGRID’s long-term investment plan.
- Establish acceptable documentation levels for projects based on cost, complexity, and regulatory requirements.
- Prepare and present executive and comprehensive level reports that articulate system needs and recommended solutions.
- Present compelling messages to internal and external stakeholders including executives, regulators, and ISO’s.
- Build collaborative and constructive relationships across internal business areas and external stakeholders such as regulators and ISO’s.
- Utilize knowledge to influence and guide department engineers.
- Provide technical leadership on complex projects with wide impact.
- Mentor, develop, and support the team in technical skills.
- Collaborate across departments.
- Liaise with contractors on company policy, standards, and best practices.
- Work independently with little supervision.
- Bachelor's degree in Electrical, Civil, or Structural Engineering.
- Advanced education such as an MBA and/or a Professional Engineering License is a plus.
- 7+ years of practical experience and working knowledge across a broad range of T&D Power Systems including Planning, Engineering, Construction, or Operations.
- Technical competencies in Planning, Operations and Engineering Design, Analytics, Modeling & Calculation, and a global view of the business.
- Practical engineering experience in Planning, Operations, Design, and Construction, with ability to develop business cases and defend them to stakeholders.
- Ability to document and interpret engineering documentation, review, and approve work done by others.
- Knowledge of local, state, and federal regulatory standards (e.g., NERC, NPCC, ISO, PUC).
- Strategic and technical leadership:
- Lead multi-disciplinary projects across operating companies and geographic locations.
- Initiate, lead, collaborate, or advise on complex multi-disciplinary issues in areas such as Asset Management, T&S project review, System Topology design, Reliability and Resiliency, Equipment Standardization, Ratings, and Protection & Control.
- Facilitate collaborative decision making and influence at all levels.
- Represent AVANGRID in national and regional forums and regulatory bodies.
- Provide strategic guidance regarding regulatory and technical issues.
- Anticipate and respond to legislative and regulatory changes affecting tariffs, investment rates, and business strategies.
