Job Summary

The Construction Manager is responsible for coordinating construction and commissioning (including functional testing) activities for multiple projects, ensuring safety, quality, timeliness, and cost effectiveness on behalf of Avangrid’s affiliates in New York.

Responsibilities
  • Provide management and accountability for Field Construction Managers overseeing electric line and substation projects.
  • Determine contract resource requirements, service specifications, and manage contractor performance.
  • Coordinate field inspections and sign‑offs for construction projects, including environmental or agricultural activities.
  • Ensure all functional testing is complete at job sites prior to commissioning.
  • Manage outsourced construction companies to ensure adherence to safety, quality, schedules, budgets, and cost‑effective methods.
  • Deliver projects on time and under budget.
  • Develop, review, and evaluate contracts and agreements affecting project execution.
  • Ensure compliance with permit conditions.
  • Lead timely resolution of problems and coordinate activities with field construction managers.
  • Integrate construction management into planning, scheduling, cost tracking, installation, sequencing, testing, commissioning, and acceptance activities.
  • Ensure Field Construction Managers obtain all construction materials and properly manage material handling plans.
  • Coordinate construction schedules with other functional areas within the company.
  • Provide constructability feedback on electrical, mechanical, protection, and civil construction standards.
  • Recommend and implement changes aligned with Avangrid standards and business goals.
  • Resolve disputes and prioritize business requirements to ensure projects are completed on time and under budget.
  • Contribute accurate inputs to the budget process, including field estimates, resource needs, and budget oversight.
  • Participate in construction project negotiations and joint planning efforts with other utilities.
  • Lead overall site activities and address or remedy electrical system emergencies as needed.
  • Identify construction risk during planning and execution and execute risk mitigation plans.
  • Perform special studies, alternatives, risk analyses, and cost estimates as required.
  • Adhere to company policies, programs, and procedures, including CIP, FERC, NERC, and system operator requirements.
  • Maintain safety awareness and ensure contractors comply with all safety policies and procedures; manage safety gear and conditions.
  • Ensure Field Construction Managers manage resources within schedule and budget.
Required Qualifications
  • Bachelor’s degree in Engineering or Construction Management with 7 years of relevant experience, or
  • Associate’s Degree with ≥10 years of relevant experience, or
  • High School/GED completed with a progression program and 15 years relevant experience.
  • Minimum 5 years of progressive related electric utility industry experience, preferably electric line or substation construction management.
  • 3 years of supervisory experience preferred.
Experience/Training
  • Microsoft Office Suite proficiency.
  • Valid driver’s license.
  • Willingness to travel to construction sites daily and attend meetings.
Skills/Abilities
  • Extensive knowledge of construction management practices for electrical utility lines and substation construction, including commissioning of electrical equipment.
  • Knowledge of interconnected electrical system operations.
  • Familiarity with government regulations and industry codes such as OSHA, NESC, NEC.
  • Contract preparation, negotiation, and administration skills.
  • Budget preparation and administration skills.
  • Decision‑making ability in emergency situations.
  • Reading and interpreting mechanical/electrical drawings and technical manuals.
  • Excellent written and verbal communication, including correspondence and reports.
  • Knowledge of safety best practices.
  • Effective leadership skills.
