Building Services Engineer, HVAC Tech / Heating Engineer
The City of Roanoke is seeking a Combination Inspector I to review building plans and inspect new construction, additions, and alterations of buildings and structures—including one- and two-family dwellings—for compliance with all City and State codes and ordinances. This position requires an associate’s degree or equivalent from a two-year college or technical school with major coursework in plumbing, mechanical, or electrical systems or a related field;
three to five years of related experience and/or training in the installations, repair, maintenance or inspection of building, plumbing, mechanical and electrical systems. National Certification as a Combination Inspector in building, plumbing, mechanical and electrical issued by the Commonwealth of Virginia Department of Housing and Community Development. Possession of a valid drivers permit issued by the Commonwealth of Virginia. Bilingual, Spanish/English speakers are encouraged to apply.

- Investigates appeals and conducts field inspections to examine special problems and specific complaints.
- Initiates the issuance of stop‑work orders and summons to court; provides testimony of code violations.
- Reviews applications prior to issuance of building, electrical, mechanical and plumbing permits and assists the Planning Building and Development Office with customer service during the permitting process.
- Inspects quality of materials, methods of construction, and existing buildings for hazardous conditions.
- Examines plans, specifications and materials; inspects building, mechanical, plumbing and electrical systems for compliance with current code requirements.
- Consults with architects, engineers, contractors and the general public for technical assistance.
- Assists Fire Marshal’s Office, Property Maintenance Department, Environmental Services and other City departments with special projects or inspections.
- Coaches and trains other Inspection Department personnel as directed by the Building Official.
- Stays abreast of new materials and building methods by attending seminars and lectures as new techniques are introduced.
- Consideration will be given to candidates who do not yet fully qualify as Combination Inspector II in terms of certifications; opportunity for immediate promotion upon obtaining required certifications.
This job has no supervisory responsibilities.
Qualifications- Education and/or
Experience:
Associate’s degree or equivalent with major coursework in building, plumbing, mechanical or electrical systems; three to five years of related experience and/or training; or four years of general building construction experience; or equivalent combination of education and experience. - Language
Skills:
Ability to read and interpret safety rules, operating and maintenance instructions, building plans, specifications and procedure manuals; prepare reports and correspondence; speak effectively before groups of customers or employees. - Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; interpret a variety of instructions furnished in written, oral, diagram or schedule form.
- Certificates, Licenses, Registrations: Virginia Certification as either Combination Inspector 1 & 2 Family Dwelling or Combination Inspector General in building, plumbing, mechanical and electrical; possession of a valid drivers permit.
- Physical Demands: Regularly required to stand, walk, use hands to finger, handle or feel; reach, stoop, kneel, crouch, or crawl; talk or hear; sit and climb or balance; regularly lift and/or move up to 25 pounds; specific vision abilities required include ability to adjust focus.
- Work Environment: Regularly exposed to wet and/or humid conditions, outside weather, and loud noise level.
