SUMMARY OF JOBOversees and responsible for implementation of environmental programs across the organization and compliance activities specified by various federal and state regulations. Oversees the Pretreatment Program, biosolids land application program, Fats, Oil, and Grease (F.O.G.) program, Bulk Waste Hauler Permitting, Sanitary Sewer Evaluation and Rehabilitation, backflow prevention program and some Lead and Copper responsibilities. Trains staff in 40 CFR 503 of the federal regulation and the implementation of industry best management practices.
Communicates with the Authority Attorneys, Department of Environmental Quality and Environmental Protection Agency regarding legal issues. Participates in legal hearings and other similar venues to represent the maintenance of the Authority's rules and regulations. Builds case for legal prosecution of industries whose practices are a danger to other personnel in the water authority/the waste treatment plant and environment. Bachelor's degree in Engineering, supplemented by course work in Waste treatment or Industrial Inspections plus two (2) or more years experience in industry related trade.
Certification for Industrial Facility Inspections required. Professional engineering license from the State of Virginia preferred.
- Directs and coordinates work of assigned employees.
- Takes active role in developing employees by establishing individual employee goals and objectives. Assures appropriate resources are available to obtain established goals and objectives.
- Makes recommendations to management on appointments and promotions within assigned area.
- Assures employee evaluations are complete and accurate and meet all requirements.
- Oversees the Pretreatment Program, biosolids land application program, Fats, Oil, and Grease (F.O.G.) program, Bulk Waste Hauler Permitting, and Sanitary Sewer Evaluation and Rehabilitation.
- Develops the framework of the local pretreatment program based on the Federal and State Regulations as well as Local Limits development including the Rules and Regulations, Enforcement Response Plan, and Legal Authority documents.
- Administers the Pretreatment Program for the Western Virginia Water Authority.
- Evaluates businesses and operations in the service area to determine relevance of industrial pretreatment standards and whether a permit may be required.
- Develops and issues industrial discharge permits to identify industries based on federal, state, and local rules and regulations.
- Communicates with industry management or other responsible individual regarding questions and concerns, sampling needs, records, parameter limits, and in some cases calculates alternative limits.
- Implements all other legal requirements for the program including inspection, evaluation and testing of permitted entities to ensure compliance with the rules and regulations and relevant permits.
- Speaks at facilities and functions to educate Management regarding elements and requirements of the Industrial Pretreatment program.
- Provides oversight, guidance, and review for the pretreatment programs for contracting jurisdictions.
- Issues bulk septic hauling permits to waste haulers based on federal, state, and local rules and regulations.
- Establishes adequate programs to communicate the requirements of the bulk septic hauling program to the regulated community.
- Assists in the development of the Fats, Oils, and Grease (F.O.G.), including developing program materials and activities to communicate the F.O.G. program to the food service industry.
- Issues permits to food industry establishments as required by the Authority rules and regulations.
- Provides oversight and direction for the Biosolids Program, developing appropriate inspection and program control standards and activities to ensure compliance with federal, state and local regulations.
- Performs on site Storm water sampling in accordance with the wastewater treatment Plants Virginia Pollutant Discharge Elimination System permit.
- Communicates with the Water Authority Attorneys and the Department of Environmental Quality, the Environmental Protection Agency regarding legal issues.
- Participates in legal hearings and other similar venues to represent the maintenance of the Authority's rules and regulations.
- Builds case for legal prosecution of industries whose practices are a danger to other personnel in the water authority, the waste treatment plant, and/or the environment. Collaborate with legal community to achieve convictions.
- Communicates effectively with personnel regarding direction of Environmental Programs.
