Summary

United Way of Virginia’s Blue Ridge is seeking a mission-driven Coordinated Enrollment Specialist (CES) to support and advance early childhood access across the Ready Region West (RRW). This role is central in developing and implementing a coordinated enrollment framework with public and private partners—including schools, Head Start, child care centers, preschool programs, and family day homes—to streamline family access to high‑quality early childhood care and education (ECCE) opportunities for children birth to age five.

Responsibilities
  • Regional Partner Engagement & Relationship Building
  • Identify, convene, and support diverse ECCE partners across the region.
  • Foster collaboration and strengthen shared enrollment processes.
  • Promote community-driven strategies for improved family access.
  • Assessment & Strategic Planning
  • Facilitate regular partner meetings to evaluate current enrollment systems.
  • Assess community readiness and develop annual coordinated enrollment plans using data and self-assessment tools.
  • Data-Driven Implementation & Evaluation
  • Lead the collection and management of CE-related data (e.g., surveys, assessments).
  • Collaborate with leadership to analyze data, monitor progress, and guide continuous improvement efforts.
  • Community Representation & Knowledge Sharing
  • Represent CE initiatives on local committees and coalitions.
  • Share best practices from state and national models.
  • Ensure alignment with broader Early Learning Strategies and UWV  goals.
  • Reporting, Compliance & Communication
  • Complete required documentation in accordance with state guidelines.
  • Support provider onboarding and technology platform implementation.
  • Ensure CE technology systems remain current, reliable, and effective.
  • Provide timely updates to leadership and participate in required meetings/trainings.
  • Additional Duties
  • Other responsibilities may be assigned to support UWV ’s mission and values.
Requirements
Education & Experience
  • Associate degree in Early Childhood, Social Work, Psychology, Health Science, or related field required;
    Bachelor’s degree preferred.
  • Minimum 2 years of experience in a social services agency.
  • Knowledge of early childhood systems, family engagement, and social determinants of health preferred.
Other Required Skills & Knowledge
  • Strong understanding of Virginia ECCE programs (VPI, Head Start, Early Head Start, child care, family day homes) including eligibility guidelines.
  • Knowledge of community services/resources for vulnerable and at‑risk families.
  • Experience conducting community outreach in varied settings.
  • Excellent organizational and project management skills with attention to detail.
  • Ability to adapt to changing priorities and meet deadlines.
Facilitation & Communication Skills
  • Skilled facilitator for virtual and in‑person meetings.
  • Ability to build and maintain effective relationships with diverse stakeholders.
  • Strong written and verbal communication abilities.
  • Capable of interpreting, organizing, and presenting reports and data meaningfully.
Technology Skills
  • Proficiency in Microsoft Office Suite.
  • Comfortable using databases, social media, and web-based applications.
Additional Requirements
  • Valid Virginia driver’s license.
  • Ability to lift up to 25 lbs (occasionally up to 50 lbs).
  • Willingness to travel within the service area.
  • Flexibility to work occasional evenings and weekends.
