Event Safety & Security is responsible for leading event-time safety and security operations, ensuring structured execution of approved security concepts, accreditation controls, and multi-agency coordination frameworks during all operational phases of Expo 2030.
The role oversees perimeter security, crowd safety, incident response integration, and emergency services coordination, ensuring safe and compliant event delivery in alignment with sector governance and national authority requirements.
Responsibilities Strategic Planning & Integration- Implement and operationalize the approved Event Safety & Security Strategy in alignment with ERC objectives, CONOPS, and site masterplan frameworks.
- Translate sector-defined operating models and governance structures into event-time execution plans.
- Ensure cross-functional coordination with Transport, Logistics, Venue Operations, Accreditation, Workforce, and Digital functions.
- Align safety and security overlays with national and city-level authorities in accordance with established regulatory frameworks.
- Identify event-time risk exposures and implement mitigation measures in line with approved planning assumptions.
- Contribute to OPEX planning and resource modelling within approved budget parameters.
- Define and implement event-time Safety & Security Concepts of Operations (Con Ops) within the approved sector strategy.
- Establish operational roles, responsibilities, and escalation routes during live events.
- Ensure safety statements and venue occupancy certifications are secured prior to opening.
- Run daily security briefings, debriefs, and situational awareness reporting.
- Define accreditation governance principles, compliance controls, and operating procedures within the Safety & Security function.
- Operate accreditation and credentialing policies, including systems management and issuance controls.
- Implement approved zoning and screening standards across event venues.
- Design perimeter layouts and screening lane configurations in coordination with Visitor Operations.
- Manage VIP and delegation security overlays.
- Coordinate safeguarding and lost-child protocols with Visitor Operations and legal compliance teams.
- Manage incident response procedures, escalation call trees, and crisis communication coordination in alignment with sector-defined frameworks.
- Integrate security operations into Command & Control and crisis management structures.
- Track incidents and produce performance analytics, response trends, and lessons learned reporting.
- Lead operational coordination with police, civil defense, health authorities, and city agencies.
- Develop joint operational plans and execute integrated simulation exercises.
- Maintain structured reporting and compliance documentation for authorities and Ops PMO.
- Integrate fire services and EMS coverage into venue operational plans.
- Validate response-time standards, medical access routes, and equipment staging prior to activation.
- Lead readiness testing before major event milestones.
- Oversee CCTV, VMS, and access control system operations in coordination with Digital (platform ownership remains with Digital).
- Define operational integration requirements between security systems and Command & Control frameworks.
- Ensure monitoring protocols, escalation triggers, and surveillance standards are effectively implemented.
- Validate system readiness and performance during peak and high-risk periods.
- Bachelor’s degree in security studies, Risk Management, Engineering, Public Administration, or a related field.
- CPP (Certified Protection Professional)
- PSP / PCI
- NEBOSH / IOSH
- Emergency Management or Crisis Management certifications.
- A minimum of 10 years of experience in large-scale event security, public safety operations, or integrated emergency management environments in Saudi Arabia.
- Experience working within multi-agency, authority-regulated, and high-profile operational settings.
- Proven experience developing security Con Ops, accreditation frameworks, and perimeter access controls for major events or high-density venues.
- Experience coordinating with the royal guard, police, civil defense, EMS, and city authorities under real-time operational pressures.
- Strong exposure to incident management, command-and-control integration, and crisis response environments.
- Advanced operational security planning capability.
- Accreditation and access governance expertise.
- Crowd-safety and risk assessment proficiency.
- Multi-agency coordination and regulatory navigation skills.
- Incident command and crisis response leadership.
- Security technology integration knowledge (CCTV, VMS, access control).
- High resilience and decision-making capability in high-pressure environments.
