Qiddiya Investment Company is seeking a highly skilled and motivated Senior Manager for Learning Governance, Operations & Partnerships to play a pivotal role in driving the strategic goals of our learning and development initiatives. This position is central to enhancing our organizational competency by ensuring that the learning governance frameworks are robust, operational processes are streamlined, and partnerships with educational institutions and training providers are developed and maintained.

The successful candidate will be responsible for establishing and implementing governance models that align with best practices in learning and development, assessing learning needs across diverse teams, and creating operational strategies that facilitate effective learning delivery. This role requires a visionary leader with a strong background in educational programming and partnership management who can navigate complex stakeholder environments and foster collaborative relationships.

The Senior Manager will also be tasked with fostering a culture of continuous improvement within our learning operations and will serve as a key liaison between HR, departmental leaders, and external partners, ensuring that educational offerings meet the evolving needs of our workforce. Responsibilities
  • Learning governance and portfolio management
  • Lead the refresh, implementation and ongoing operation of Qiddiya's learning governance model ensuring governance enables the business rather than creating friction or delay
  • Run learning demand intake, prioritisation, and decision processes
  • Define and maintain standards and analytics for learning quality, design, and delivery across internal and external provision
  • Learning operations
  • Oversee day-to-day learning operations across the enterprise including delivery of curriculum
  • Bring structure, consistency, and clarity to how learning requests are handled, approved, and delivered
  • Oversee learning administration, scheduling, reporting, and quality assurance
  • Advise the business on effective learning approaches, formats, and solutions
  • Ensure learning programs, pathways, and records are effectively integrated into Success Factors and digital learning platforms to enable access, visibility, and reporting
  • Support integration across platforms (LXP, LMS), vendors, and internal teams
  • Track learning participation and outcomes to ensure value and impact
  • Managed Learning Services (MLS) and vendor management
  • Lead the implementation and ongoing management of the Managed Learning Services framework
  • Act as the primary point of accountability for learning vendors and partners
  • Ensure vendor performance, quality, alignment with governance standards and business priorities and value for money are actively managed
  • External partnerships, professional pathways, and certification
  • Build and manage relationships with external learning bodies, professional institutes, and certification providers
  • Identify and establish professional certification and accreditation pathways aligned to key capability areas, frameworks and business priorities
  • Act as a key point of contact for professional institutions and external capability partners
  • Business Partnership
  • Work closely with business leaders to understand capability needs and shape practical learning responses
  • Act as a trusted operational counterpart to HR, Finance, Procurement, IT, and business stakeholders
Requirements
  • Bachelor's degree in Education, Business Administration, Human Resources, or a related field;
    Master's degree preferred
  • 7+ years of experience in learning and development, with at least 3 years in a managerial role
  • Proven experience in governance frameworks and operational management within learning environments
  • Strong understanding of educational methodologies and adult learning principles
  • Excellent project management skills with the ability to manage multiple initiatives simultaneously
  • Demonstrated ability to build and maintain strategic partnerships with external organizations
  • Exceptional communication and interpersonal skills, with the ability to engage stakeholders at all levels
