Regulatory Compliance Specialist
The Contracts Manager (E1) will lead the full spectrum of contract administration and commercial governance for the TSE (Treated Sewage Effluent) Facilities and Transmission Network project. Acting on behalf of the PMC, the role ensures that all contractual mechanisms are properly implemented, risks are proactively managed, and Employer’s commercial interests are fully protected in accordance with the main construction contracts and applicable Saudi regulations.
The position requires strong expertise in FIDIC-based contracts, claims management, variation control, and dispute avoidance within large-scale water and infrastructure programs.
Key Responsibilities /Deliverables- Administer construction contracts (Red/Yellow Book or bespoke EPC forms).
- Interpret contractual provisions and advise the Project Director on contractual rights and obligations.
- Ensure compliance with Conditions of Contract, Particular Conditions, and project-specific amendments.
- Oversee issuance of contractual correspondence (notices, instructions, determinations).
- Maintain proper contract records and audit trail.
- Review and validate contractor variation proposals.
- Ensure timely issuance of variation instructions.
- Lead commercial negotiations in coordination with cost management team.
- Assess entitlement, quantum, and time implications of variations.
- Evaluate Extension of Time (EOT) claims, disruption claims, and cost claims.
- Lead detailed forensic review of claims (cause–effect, critical path impact, contemporaneous records).
- Prepare recommendations and determinations in accordance with contract provisions.
- Implement dispute avoidance strategies and early resolution mechanisms.
- Develop and maintain a Contract Risk Register.
- Identify contractual exposure and mitigation strategies.
- Ensure alignment between commercial strategy and project delivery objectives.
- Interface with Employer representatives and key stakeholders.
- Ensure contractual compliance with Saudi regulations and public procurement requirements (if applicable).
- Ensure contractual flow-down provisions are maintained.
- Minimum of Thirteen (13) years of experience in contract/commercial management.
- Bachelor’s degree in Civil Engineering, Construction Law, Quantity Surveying from a Western University.
- Strong background in FIDIC-based international contracts.
- Experience in Middle East (preferably KSA) is highly desirable.
- Familiarity with Saudi construction law, Procurement Law and regulatory framework is mandatory.
- Degree obtained from a recognized Western university (UK, Europe, US, Australia, Canada, South Korea, South Africa etc.).
- Demonstrated experience working under internationally recognized contract frameworks and governance standards.
- Advanced knowledge of FIDIC Red/Yellow Books.
- Expert-level claims analysis (EOT, prolongation, disruption).
- Commercial acumen and negotiation skills.
- Contract drafting and contractual correspondence proficiency.
- Strong understanding of infrastructure risk allocation models.
- Familiarity with Saudi construction law and regulatory framework (advantageous).
