Role Purpose
The HSE Manager is responsible for developing, implementing, and continuously improving health, safety, and environmental programs to align with regulatory requirements, industry best practices, and organizational goals. This role demands proactive risk identification, strategic mitigation planning, and ensuring safe execution of operations across multiple sites. The role requires expertise in compliance monitoring, incident management, and performance evaluation while effectively handling client and consultant interactions while maintaining a balance between flexibility and adherence to HSE standards, ensuring company integrity and reputation.
They should confidently engage with senior management on HSE matters, drive continuous improvement, and establish a collaborative, safety-first environment.
HSE Director / Project Dept Head
Key Activities- Develop, implement, and continuously improve HSE policies, procedures, and management systems.
- Actively influence and encourage Project Management to engage in site HSE development strategies by fostering participation in activities such as site walkthroughs, town hall meetings, safety surveys, and other proactive safety initiatives.
- Align HSE programs with organizational goals, regulatory frameworks, and industry best practices.
- Review and refine RAMS, HSE procedures, and compliance documents to ensure clarity, effectiveness, and relevance.
- Develop a comprehensive legal register and Ensure compliance with local and international HSE regulations.
- Conduct regular audits, inspections, and gap analyses to track adherence to safety protocols and standards.
- Prepare and submit detailed reports to management, regulatory bodies, and clients, addressing compliance performance and corrective actions.
- Monitor team performance, provide constructive feedback, and initiate development programs to strengthen competencies.
- Lead and mentor the HSE team, intervening where necessary to provide guidance and direction.
- Organize training programs (in-house or third-party) to enhance workforce competency.
- Host safety meetings and awareness workshops for senior management, fostering an open safety culture.
- Approach higher management with HSE concerns, challenges, and improvement plans confidently and without hesitation.
- Proactively identify potential emergencies and ensure preparedness by securing the necessary resources and response plans.
- Respond swiftly and effectively to site incidents with careful assessment, clear communication to relevant stakeholders, and immediate containment of further impact.
- Lead thorough investigations of accidents, near misses, and unsafe conditions to determine root causes, implement corrective actions, and disseminate findings through appropriate channels.
- Ensure lessons learned are effectively communicated to all relevant personnel, fostering continuous improvement in safety practices.
- Categorize and prioritize risks based on their magnitude, deploying resources and teams accordingly to ensure safe execution.
- Collaborate with management/ execution team to implement sustainable risk mitigation strategies.

Necessary Knowledge and Experience· Minimum of 15 years of experience in HSE roles, with at least 5 years in a managerial or leadership position.
· In-depth knowledge of HSE laws, regulations, and international standards (e.g., OSHA, ISO 45001, ISO 14001, NFPA, local legal requirements).
· Proven experience in developing, implementing, and auditing HSE management systems.
· Strong background in risk assessment, incident investigation, and emergency response planning.
· Experience in HSE training, behavioral safety programs, and contractor safety management.
· Familiarity with environmental compliance and sustainability initiatives.
Education and CertificationMinimum Requirements
· A Bachelor degree in Science or Engineering (Master degree preferred).
· Mandatory Professional certifications:
Level 7 / Level 6 Diploma in HSE / NEBOSH International Diploma, ISO 45001 Lead Auditor
