Program / Project Manager
This role is conducted within the vision, mission, and strategic plan of the Insurance Authority. The Director of Health & Life Development sets strategic direction for advancing the Kingdom’s health-insurance ecosystem in line with the Authority’s sector-development agenda. The role includes performing relevant duties to support the implementation of the National Insurance Strategy (NIS). Reporting to the Executive Director of Sector Development, this role will orchestrate market intelligence, policy innovation, and program execution to catalyze sustainable growth, regulatory excellence, and stakeholder confidence across health and life-insurance domains.
By translating evidence-based insights into pragmatic frameworks and high-impact initiatives, the incumbent ensures robust capital adequacy, competitive product design, and data-driven risk management. The position drives cross-functional collaboration, industry capability building, and continuous improvement, ultimately safeguarding consumer interests and reinforcing the Authority’s regional leadership.
- Lead deep-dive quantitative and qualitative assessments of health-insurance performance, penetration, and loss-ratio trends, ensuring data integrity and actionable insights.
- Develop predictive models and scenario analyses that anticipate emerging risks, cost drivers, and demographic shifts, informing the Department’s annual action plans.
- Draft and refine technical components of pricing, capital-adequacy, and product-design frameworks, translating strategic directives from the Director into robust guidance for market participants.
- Benchmark domestic regulations against GCC and OECD best practice, recommending evidence-based enhancements to maintain the Authority’s global competitiveness.
- Translate approved sector-development initiatives into detailed project charters, milestones, and KPI dashboards, and track implementation progress with cross-functional teams.
- Identify performance gaps or compliance deviations during roll-out and propose corrective measures, escalating material risks to the Director in a timely manner.
- Represent the Department in technical working groups with insurers, reinsurers, and CHI representatives to validate proposed frameworks and collect expert feedback.
- Prepare and deliver capacity-building workshops, white papers, and data toolkits that elevate industry capabilities and disseminate best-practice standards.
- Maintain meticulous documentation, peer-review protocols, and version control for all analytic models and policy artifacts, ensuring audit readiness and institutional memory.
- Champion a culture of continuous improvement by reviewing post-implementation results, capturing lessons learned, and embedding enhancements into subsequent project cycles.
- Oversee departmental strategic planning, budgeting, staffing, and workforce management to ensure cohesive and efficient Health & Life development operations aligned with IA’s strategic framework.
- Perform other job duties as assigned.
- Bachelor’s Degree in Business Administration, Finance, Economics, Insurance, Strategic Management, or related field
- Relevant Professional Certificate is preferred
- 10+ years with Bachelor’s degree, 8+ years with Master’s degree, 6+ years with PhD
- Position relevant experience is required.
- 2+ years in leadership roles (preferred).
