Position: Director – Smart City & ICT Operations

The Director – Smart City & ICT Operations will be responsible for leading the strategic direction and operational management of smart city initiatives and Information and Communication Technology (ICT) within the organization. This role demands a visionary leader who possesses a comprehensive understanding of urban technology applications, infrastructure management, and data-driven solutions that enhance city services. The ideal candidate will demonstrate profound expertise in integrating technology with urban planning, advancing public safety, transportation systems, and citizen engagement through innovative ICT frameworks.

The Director will cultivate partnerships with city stakeholders, private-sector technology partners, and community organizations to ensure the development and implementation of transformative projects that align with the city’s growth objectives. Additionally, this role requires an adept leader who can navigate complex organizational dynamics, ensuring cohesive and effective collaboration across diverse teams, while fostering an inclusive environment for innovation and excellence.

Job Requirements:
  • Minimum of 10 years of progressive experience in smart city initiatives or ICT operations management, with a proven track record in a leadership role.
  • Demonstrated expertise in developing and implementing strategies that drive efficiency and innovation in urban technology solutions.
  • Strong understanding of municipal government processes, urban planning, and public policy impacting smart city projects.
  • Experience in stakeholder engagement, including interfacing with government agencies, private sector partners, and community organizations.
  • Proven ability to lead large, cross-functional teams and manage multiple complex projects simultaneously.
  • Comprehensive knowledge of emerging technologies relevant to smart cities, including IoT, data analytics, and infrastructure integration.
  • Exceptional strategic thinking and problem-solving capabilities, with a focus on performance measurement and outcomes.
  • Strong financial acumen, with experience in budget development, resource allocation, and project funding mechanisms.
  • Proficiency in risk management practices, anticipating potential project hurdles and devising effective mitigation strategies.
  • Excellent communication and interpersonal skills to effectively convey technical information to a non-technical audience and inspire teams towards common objectives.
Job Responsibilities:
  • Develop and articulate a strategic vision for the smart city and ICT operations that aligns with the organizational goals and addresses community needs.
  • Lead the design, implementation, and evaluation of smart city projects, ensuring all initiatives adhere to best practices and efficiency standards.
  • Establish partnerships and networking opportunities with key stakeholders to promote collaboration and resource sharing across smart city efforts.
  • Implement a governance framework for overseeing smart city initiatives, ensuring compliance with regulations and standards across all projects.
  • Drive innovation by researching and advocating for the adoption of cutting-edge technologies that improve city services and increase citizen engagement.
  • Coordinate with urban planners, engineers, and technology providers to ensure seamless integration of smart technologies into existing infrastructure.
  • Manage and mentor a multidisciplinary team, fostering an environment of continuous learning and collaboration while setting clear performance expectations.
  • Monitor key performance indicators (KPIs) and benchmarks to assess the impact of smart city projects and inform data-driven decision-making.
  • Develop and oversee project budgets, ensuring the prudent management of financial resources and adherence to fiscal accountability standards.
  • Provide strategic updates and reports to executive management and stakeholders, highlighting progress, challenges, and successes in smart city operations.
