Role OverviewWe are seeking a highly experienced Demand Delivery Manager to lead and govern the end‑to‑end demand lifecycle within a regulated Saudi banking environment. This role requires strong expertise in testing governance, release management, regulatory compliance (SAMA CSF), and structured portfolio oversight. The successful candidate will ensure all change initiatives meet business objectives while adhering to enterprise risk, audit, and cybersecurity governance standards.
This is a governance‑critical role with significant exposure to executive stakeholders, CAB processes, regulatory audits, and enterprise‑wide release coordination.
- Manage the full demand lifecycle:
Intake → Feasibility Assessment → Prioritization → Delivery → Closure - Evaluate demand feasibility, including:
- Scope clarity & measurable outcomes
- Business value & strategic alignment
- Regulatory impact (SAMA CSF)
- Testing scope validation & regression impact analysis
- Resource capacity & portfolio alignment
- Prevent scope creep through structured change control governance
- Govern structured SIT, UAT, Pre‑Production, and Production entry/exit criteria
- Ensure QA/testing scope validation is completed prior to approval
- Oversee regression impact analysis and test coverage adequacy
- Ensure deployment readiness including:
- Risk assessment
- Rollback planning
- Downtime coordination
- Change impact validation
- Participate in and support CAB, Release Management, and Dev Ops governance processes
- Manage enterprise‑wide releases and cross‑domain dependencies
- Ensure all activities align with:
- SAMA Cyber Security Framework (CSF)
- IT governance standards
- Internal and external audit requirements
- Support audit evidence preparation and compliance documentation
- Operate effectively in a highly regulated banking environment
- Monitor portfolio and delivery health through:
- KPI dashboards
- Risk heatmaps
- Demand throughput metrics
- Defect leakage & SLA adherence tracking
- Prepare governance dashboards and executive‑level summaries
- Provide structured escalation and decision‑making support
- Coordinate across:
- Business stakeholders
- Technology & Dev Ops teams
- QA & Testing functions
- External vendors and third‑party providers
- Manage vendor‑delivered changes and integration dependencies
Required Qualifications & Experience
- 10+ years in Delivery, Demand, Program, or Portfolio Management
- 5+ years of banking experience (Saudi banking preferred)
- Proven experience in regulated environments aligned with SAMA CSF
- Strong exposure to audit processes and compliance reviews
- Mandatory testing experience including:
- QA scope validation
- Regression impact assessment
- SIT/UAT governance
- Strong experience with:
- CAB processes
- Release Management
- Dev Ops governance pipelines
- ITIL Change & Risk Management
- Experience in:
- Capacity planning & resource forecasting
- Portfolio prioritization frameworks
- Executive governance reporting
- Strong metrics‑driven mindset
- Arabic speaker (Must Have)
