Subject Matter Expert - Data Regulations & Licensing

Mullers Solutions is seeking a highly experienced "Subject Matter Expert (SME)" in data product licensing, certifications, and policy/regulatory frameworks to support a strategic government initiative in the Kingdom of Saudi Arabia.

The SME will play a critical role in advising, designing, and developing comprehensive data policies and regulations aligned with the Saudi Personal Data Protection Law (PDPL), international data governance standards, and local certification requirements.

• Develop and refine data product licensing frameworks and operating models.
• Draft, review, and validate data-related policies and regulatory documents.
• Align regulatory documentation with PDPL, SAMA, NCA, and other relevant compliance frameworks.
• Support design of certification roadmaps (e.g. ISO 27001, ISO 27701).
• Conduct stakeholder workshops and provide expert guidance to the client’s policy and data governance teams.
• Benchmark against regional and global data protection standards.

• 8+ years of experience in data governance, policy advisory, or regulatory consulting.
• Strong knowledge of Saudi PDPL, international data protection laws (GDPR, CCPA), and certification frameworks.
• Proven track record of working with or advising government or public-sector entities in KSA or GCC.
• Professional certifications such as CIPP/E, CIPM, ISO 27001 LA, or equivalent are highly desirable.
• Arabic fluency is a plus
