Role Purpose

The Operations Finance Manager oversees the financial performance of multiple (approx.
4) construction/EPC projects

, ensuring consolidated control over budgets, cashflow, treasury, banking relations, and financial governance. The role is both strategic and hands‑on
, requiring strong technical finance skills and the ability to support teams on-site.

Key Responsibilities 1. Multi‑Project Financial Oversight
  • Monitor and analyze financial performance across 4 active projects
    .
  • Consolidate project results, cost forecasts, risks, and opportunities.
  • Ensure consistent financial governance and reporting across all projects.
2. Team Leadership (5‑person Finance Team)
  • Lead and mentor a small team of Finance Controllers, Cost Controllers, and Accountants.
  • Set performance targets and ensure high‑quality reporting and analysis.
  • Provide hands‑on technical support and guidance to the team when needed.
3. Cashflow Management & Treasury
  • Prepare consolidated cashflow forecasts for all projects under responsibility.
  • Oversee cash‑in (client certificates) and cash‑out (subcontractor/factory payments).
  • Ensure liquidity planning and effective treasury operations across projects.
  • Prioritize payments based on project and business‑critical needs.
4. Banking Relationships
  • Manage direct interactions with banks regarding facilities, overdrafts, and guarantees.
  • Oversee issuance, renewal, and monitoring of LGs (Letters of Guarantee) and LCs (Letters of Credit).
  • Maintain financial covenant compliance and ensure timely submission of required bank documents.
5. ECAs Management
  • Coordinate documentation and compliance for ECA‑backed financing.
  • Support the structuring of financing deals for imported materials/equipment.
  • Ensure all ECA requirements and reporting obligations are met.
6. Corporate/Project Controlling Governance
  • Oversee monthly closing processes for all assigned projects.
  • Review and approve project EACs, cost variance reports, and consolidated P&L.
  • Drive improvements in financial accuracy, forecasting discipline, and data quality.
7. Claims, Variations & Commercial Support
  • Review the financial impact of Variation Orders and claims before submission.
  • Ensure proper financial backing for commercial negotiations.
  • Support Project Directors and Contracts Managers on commercial matters.
8. Compliance, Audit & Internal Controls
  • Ensure adherence to company policies, procurement guidelines, and IFRS principles.
  • Handle internal/external audits across multiple projects.
  • Strengthen financial controls to minimize leakages, cost overruns, and risks.
9. Hands‑On Technical Execution
  • Personally review key financial calculations, models, and complex reports.
  • Step in operationally when team members face blockers or urgent deadlines.
  • Maintain a deep understanding of numbers, not just managerial oversight.
Qualifications & Experience
  • Bachelor's degree in Finance, Accounting, Economics, or similar.
  • 10‑15 years' experience in Finance within construction/EPC
    , including multi‑project oversight.
  • Strong experience in banking, treasury, and LG/LC management
    .
  • Experience with ECAs (or international project financing) is highly preferred.
  • Proven track record of managing teams and working in fast‑paced project environments.
  • Advanced Excel + ERP expertise (SAP/Oracle/JDE/IFS).
  • Strong English communication;
    Arabic is an advantage.
